Job Description
The Senior Medical and Health Professions Program Specialist is selected by and responsible to the Compliance Section Manager and performs highly advanced consultative and technical work in the planning, development, and implementation of assigned programs. Duties include providing consultative and technical services to the general public, department staff, regulated individuals and entities, government officials, advisory groups, and other interested parties on all aspects of the programs; serving as team lead for the assigned programs; evaluating activities of licensees; providing explanations of statutes and rules; preparing and disseminating educational, administrative, and technical materials; coordinating with department staff to establish program goals and objectives; developing program rules, establishing procedures, and recommending priorities for achieving program goals; coordinating program activities with other work units in the agency and external organizations to accomplish section objectives; and other duties as assigned to maintain program/agency operations. Works under minimal supervision with considerable latitude for the use of initiative, creativity, and independent judgment. Some travel will be required.
Essential Duties
· Plans, prioritizes and performs a variety of technical, training, research, planning, assessment, and administrative activities for the assigned Medical and Health Professions programs including overseeing the delivery of services and providing high-level technical assistance for assigned programs; creating efficiencies where opportunities occur. Provides guidance and recommendations as necessary to ensure compliance with all aspects of the program requirements.
· Coordinates and performs assessments to ensure compliance with statutes and rules including monitoring of agency policies and program-related materials.
· Serves as subject matter expert to explain the program and agency statutory requirements, providing explanations on applicable statutes and rules, providing expert testimony, consulting and participating in compliance/enforcement efforts, consulting and assisting with enforcement investigations, and coordinating with other agency programs as necessary.
· Coordinates the collection, organization, analysis and preparation of educational, technical, and administrative materials including specialized research projects, reports, studies, memorandums, bulletins, web content, training, and other materials in response to requests for program information.
· Analyzes legislation to develop recommendations for policy, and programmatic issues relating to the prioritization, implementation, improvement, and expansion/reduction of program requirements and assists in drafting complex rules and standards.
· Provides high-level advice and participates in the drafting of complex rules and development of procedures affecting the program’s administration and operation.
· Provides leadership and participates in development, monitoring, and implementation of examination and education initiatives, performing content and quality assurance assessments as needed.
· Serves as agency liaison for explaining program statutory requirements, trains other agency staff on requirements, and coordinates technical assistance efforts by working with the general public, department staff, inspectors, regulated individuals and entities, government officials, advisory groups, and other interested parties to determine trends, research solutions, and resolve technical, administrative, and operational problems/inquiries.
· Completes and monitors studies, surveys and analyses of operations and problems and the preparation of reports of findings and recommendations.
· Assists management with the planning and development of program policies and standards making recommendations as necessary to produce a more effective program; provides leadership and guidance to agency staff in the development and integration of new program requirements; and develops and implements effective techniques for evaluating service delivery methods, performance outputs, and other activities that could indicate gaps in resources or areas for improvement.
· Coordinates speaking engagements, presents at seminars, and provides education/training to the general public, department staff, inspectors, investigators, regulated individuals and entities, government officials, and other interested groups on integration of new methods, procedures, standards, and other matters related to the program.
· Complies with division and/or agency training requirements.
· Keeps management appropriately informed of ongoing activity and critical matters affecting the operation and well-being of the agency.

· Adheres to all TDLR Personnel Policies and performs related work as assigned.
Minimum Requirements
Three (3) years of lead position experience, as well as four (4) years of experience in the oversight of a program/business/industry or governmental program. The experience requirements may run concurrently. Experience in the development, evaluation and/or implementation of state regulatory programs is preferred. Graduation from an accredited four-year college or university with major course work in a field relevant to assignment is preferred and may substitute for two (2) years of the four-year oversight experience requirement. Must possess a valid class C or above driver’s license, proof of auto liability insurance, and an acceptable driving record from the Department of Public Safety.

The successful candidate will have: Knowledge of local, state, and federal laws relating to assigned medical and health professions programs; of medical and health professions standards, methods of service delivery, and codes of ethics; and of general practices relative to the regulation of medical and health professions. Knowledge of public administration and management techniques; of research techniques; and of program evaluation and management processes and techniques. Skilled in identifying measures or indicators of program performance; in the operation of personal computers, web-based communications, mobile devices; and, the use of Microsoft Office software. Ability to understand, interpret, and explain complex statutes, rules, and other technical materials related to medical and health professions; to gather, assemble, correlate, and analyze facts; and, to devise solutions to problems. Ability to make assessments and prepare concise reports; to develop and evaluate policies and procedures; and to assign and/or oversee the work of others. Ability to understand and accurately interpret policies/procedures; to train others; and, to establish and maintain effective working relationships. Ability to perform bill analysis, process improvement, and bill and/or program implementation; to communicate effectively verbally and in writing; and, to make presentations to interested groups and provide testimony in public meetings and in hearings. Ability to quickly learn and understand new programs and duties; to adapt effectively to workplace change; and, to provide friendly, caring service to citizens, the regulated community, and employees of the Department.
