GENERAL DESCRIPTION:
The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed.
The IT Applications Developer, under general direction of the Director of IT Web and Applications, provides moderately complex development and technical support of TDEM web solutions and applications. The position maintains TDEM IT’s web applications and is responsible for the development and maintenance of related configurations and customizations, and the overall performance of the web and cloud applications environment.
This position reports to the Director of IT Web and Applications.
Employees are subject to working extended hours during evenings and weekends.
*Salary is a fixed rate and is non-negotiable.
*This position is located on-site and not subject to telecommuting.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
- Designs, builds, tests, maintains, and implements application systems in support of automation of our administrative and operational processes.
- Follows an iterative software development methodology and contributes to all phases of the software development lifecycle and support processes.
- Creates and manages custom objects, fields, and formulas, and participates in the integration process with other enterprise systems.
- Manages TDEM’s Microsoft Power Platform applications integrations and interfaces.
- Coordinates the integration of multiple code designs to ensure compatibility and approves coding designs.
- Provides and coordinates the technical guidance and training provided to application users, oversees consistency with design documentation, and participates in the development of system and programming standards.
- Supports analysis of application-level security and related audits.
- Creates solutions and provides support for the Microsoft Power Platform (Power BI, Power Apps, Power Automate, Power Pages).
- Analyzes security updates and its application to suit best practices for TDEM organization.
- Develops third party integrations and application management.
- Develops reports, data visualizations and dashboards to enable leadership to make data driven decisions.
- Face-to-face and person-to-person interactions are required.
- Maintains a regular course of attendance during assigned work schedule and work extended hours when needed.
- Performs related work as assigned.
- Ability to travel 5%.

MINIMUM QUALIFICATIONS:
Education – Bachelor’s degree in an applicable field from an accredited four-year college or equivalent combination of education and professional experience.
Experience – Minimum three (3) years of related IT experience. Related experience includes experience in current software development lifecycle methodologies.
PREFERRED QUALIFICATIONS:
- Experience with modern low-code development platforms.
- Experience developing applications using Microsoft’s Power Platform (Power Bi, Power Automate, Power Pages, Power Apps).
- Experience in design and development of Power BI reports.
- Experience with REST Application Programming Interfaces (APIs).
- Experience with state & local emergency management processes and underlying procedures.
- Experience managing and creating relational databases.
- Experience developing solutions using Smartsheet
- Experience with ESRI software, i.e., ArcGIS Online and ArcGIS Survey123
*Relevant work experience may be substituted in lieu of education requirements on a year-for-year basis, with one (1) year experience equivalent to thirty (30) semester hours. A completed advanced degree may also be substituted in lieu of work experience.
