Position Overview: The Strategic Compensation Data Analyst plays a critical role in the implementation and continuous improvement of House Bill 3’s Teacher Incentive Allotment, which aims to provide a pathway for outstanding Texas teachers to earn six-figure salaries. This role drives the future of the Teacher Incentive Allotment through building, updating, and maintaining metrics and data visualizations that present data related to the Teacher Incentive Allotment and teacher recruitment and retention.
The Strategic Compensation Data Analyst builds and updates reports, dashboards, and other data products, and develops, revises, runs, and troubleshoots SAS programs. The person in this role compiles and queries data to perform quality control procedures and visualization development. This Data Analyst serves as the subject matter expert for SCOMS and designs data tools for the Teacher Incentive Allotment. This analyst performs complex data analysis on the relationship between data, prepares concise, comprehensive technical reports to present key findings and interpret data, identify alternatives, and make and justify recommendations for data revisions. They assist in defining, developing, and implementing data standards, and assists in developing data quality measures, analyzing data quality results, and implementing necessary changes to ensure data quality improvement. The Data Analyst works under general supervision with moderate latitude for the use of initiative and independent judgment.

Essential Functions

- Client Support: Deeper Analysis- Write original SAS code to query and compile data, perform complex (journey-level) analysis on the relationships between data, build data visualizations, interpret findings, and communicate results and key insights to respond to policymakers, and identified client units.
- Client support: Dashboards, surveys, reports, and other data products- Use tools such as SAS, Qualtrics, PowerShell, and VBA macros to design, build, update, and maintain existing and emerging dashboards, surveys, reports, and other data products that support identified client units.
- Client support: Strategic advising- Serve as an essential partner to identified client units, guide decision-making and align EDRS collaborations with clients' needs and goals.
- Documentation Development- Develop and use systems to document data products and processes for internal collaboration and external use.
- Quality Control Processes- Write original SAS code to identify data gaps, errors, anomalies, inconsistencies, and redundancies by analyzing the content, structure, and relationships within data through comprehensive quality assurance procedures for dashboards, reports, and other data products generated by the division of Strategic Compensation.
Minimum Qualifications
- Education: Graduation from an accredited four-year college or university
- Experience: At least three (3) years of experience in data analysis, research, compilation, and/or reporting work. Experience working with large data sets and educational systems are preferred.
- Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
- Knowledge of advanced statistical processes used in fields including education policy research, econometrics, demography, education efficacy, and predictive analytics
- Skill in using statistical software, including strong skills in SAS preferred
- Knowledge of programming techniques and languages used in relational databases, including SQL
- Experience in developing tools in business intelligence software, including PowerBI preferred
- Experience in identifying, designing, completing, and reporting research projects using large data sets for a range of audiences (experience with Texas education data preferred)
- Create and maintain organized and accessible files and documentation
