The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.
Position Overview: The Division of District Talent Systems works to support districts with the development of systems for identifying and rewarding great teachers, including work related to the Teacher Incentive Allotment, T-TESS, and other strategic compensation efforts.
The Teacher Incentive Allotment, Implementation Manager will play a critical role in providing a pathway for outstanding Texas teachers to earn six-figure salaries and support the implementation of the Teacher Incentive Allotment (TIA). The manager will also contribute to the TIA Regional grant program to support ESC staff, third-party providers, and district leaders with the development, implementation, and expansion of TIA local designation systems.
The ideal candidate will have prior experience with the development and delivery of technical assistance for a variety of district leadership roles and responsibilities.
This position reports to the Director of TIA Partnerships and Supports.
Flexible work location within the state of Texas may be considered for qualified candidates.

Essential Functions
Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.
1. TIA Specialized ESC Hub Management: Manage the grant, goals, and long-term planning for multiple TIA Specialized ESC Hub grantees that provide key services for statewide TIA districts implementing local designation systems.
2. TIA Regional ESC Grant Support: Serve as primary contact for a cohort of assigned ESCs to support the recurring meetings to discuss data-driven accountability and outcomes related to the TIA ESC Regional Support grant requirements.
3. TIA Stakeholder Engagement: Oversee the implementation of the strategy, planning, and execution of stakeholder engagement processes for districts and ESCs, including required annual surveys and management of the TIA Stakeholder Engagement hub, to support the implementation of TIA local designation systems.
4. Technical Assistance Coordination: Serve as primary contact for district and third-party TIA Technical Assistance partnerships, supports, and resources that contribute to the development, implementation, and expansion of TIA local designation systems.
Minimum Qualifications
- Education: Graduation from an accredited four-year college or university.
- Experience: At least five (5) years of experience in education. Experience with TIA systems preferred.
- Substitutions: An advanced degree may substitute for two years of required experience.
- Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
- Exceptional time and project management skills with a demonstrated track record of performance and successful implementation across multiple concurrent projects, shifting and competing priorities, and driving teams towards results
- Experience with the design and implementation of Teacher Incentive Allotment (TIA) systems
- Ability to prioritize work streams and collaborate with a diverse group of individuals at different seniority levels, with discretion, while managing multiple projects
- Experience with developing and delivering high-quality technical assistance to a variety of stakeholder groups
- Skill in breaking down complex information, asking questions, synthesizing, and analyzing data to prepare concise reports and exhibits using Microsoft Office suite
- Excellent conceptual, systems, strategic, and analytical thinking skills
- Experience with grant development and management preferred
- A strong customer-service mindset with a focus on engaging both internal and external stakeholders
- Ability to engage in a collaborative, results-oriented team environment
- Excellent written and oral communication skills
- A desire to self-reflect, give/receive feedback and continuously improve
