Brief Job Description:
Under the direction of the Quality Management Branch (QMB) Manager, performs highly advanced quality assurance reviews (both offsite and onsite), and technical assistance work requiring knowledge in the administrative, clinical, and management of the Special Supplemental Nutrition Program of Women, Infants, and Children (WIC). Work involves providing quality assurance monitoring of administrative, clinical, operations, management practices, and internal controls, and providing technical assistance to internal and external customers administering the WIC program to ensure compliance with federal and state regulations, as well as state WIC policies, regulations, and contract provisions. Evaluates agencies’ compliance with appropriate federal and state laws, policies, procedures and operations for functionality and adherence to federal and state protocols. Identifies best practices and recommends process improvement. Conducts entrance and exit conferences and discusses review findings and best practices with WIC Local Agency executive level leadership staff during reviews. Meets timelines as set forth by federal and state guidelines. Writes, monitors, and approves corrective action plans as part of the review process. Produces high-quality reviews. Provides technical assistance referrals to subject matter experts regarding WIC management and operations. Recommends process and tool improvements to the management team. Works under general direction with extensive latitude for the use of initiative and independent judgment.

(35%) Performs highly advanced quality assurance reviews (both offsite and onsite), and technical assistance work requiring knowledge in the administrative, clinical, and management of the Special Supplemental Nutrition Program of Women, Infants, and Children (WIC). Work involves providing quality assurance monitoring of administrative, clinical, operations, management practices, and internal controls, and providing technical assistance to internal and external customers administering the WIC program to ensure compliance with federal and state regulations, as well as state WIC policies, regulations, and contract provisions. Evaluates Local Agencies compliance with appropriate federal and state laws and policies, procedures and operations for functionality and adherence. Researches and collects data about the agency to prepare for reviews. Conducts entrance and exit conferences with Local Agencies to discuss the review results. Prepares written reports supporting compliance, noncompliance, observations, recommendations, technical assistance, and best practices. Advises WIC agency program management on issues and makes recommendations for required actions, including accelerated reviews or program termination.
(25%) Meets timelines as set forth by federal and state guidelines. Produces high-quality reviews. Provides technical assistance and/or referrals to subject matter experts regarding WIC administrative, clinical and management operations.
(15%) Recommends process and tool improvements to the management team. Develops, evaluates, and revises WIC Program administrative and clinical monitoring forms as needed based on changing federal and state regulations. Analyzes USDA regulations and program policy and data to make recommendations for revisions as needed. Gathers input from stakeholders and makes recommendations as necessary. Determines program administrative and clinical issues and offers resolution consultation.
(10%) Provides training and/or mentors quality assurance administrative and clinical monitoring staff, as assigned. Assists in the development of quality assurance administrative and clinical monitoring training materials and/or job aids to achieve competency. Prepares travel documents timely.
(5%) Participates on programmatic cross-functional teams to coordinate oversight and improvement of the administrative and clinical monitoring process. Ensures agency compliance with state and federal laws and regulations and provides consultation to state and agency management to identify and provide input on long-range planning and program improvement.
(5%) Assists in planning, developing, promoting, conducting, and evaluating quality assurance and quality improvement presentations for customers. Assists in designing and preparing curricula and course outlines as well as evaluative techniques and provides technical assistance and training.
(5%) Perform other duties as assigned including but not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or locations.

Initial Screening Criteria:
- Graduation from an accredited four-year college or university with course work in business, public health, audit/compliance, public administration, nutrition, audit, finance, or related field required.
- Three-year’s experience in quality assurance, compliance, auditing, monitoring, nutrition, federal programs, or state programs required.
- Travel 40% of the work time required.
- Experience with WIC or other federal and state programs, quality assurance/compliance/audit preferred.
