The Program Supervisor I, Campus / Shift Coordinator Supervisor, performs routine administrative and supervisory level work to ensure that the campus / shift coordinators are effectively coordinating and overseeing activities and ensuring facility-wide staff coverage at the SSLC, taking into account the changing levels of supervision required by individuals. Provides leadership and plans, assigns and supervises the daily activities of the campus / shift coordinators. Develops work schedules for campus / shift coordinators and prioritizes their areas of focus. Ensures the campus / shift coordinators continuously monitors the homes, infirmary, activity centers, and grounds, watching for unusual occurrences. Assists them in addressing emergencies and incidents immediately upon discovery or notification. Ensures that care, treatment, and support activities are ongoing at the facility. Hires, trains, and promotes professional growth of the employees within the department so that a competent workforce is maintained. Provides coaching and in-service training to staff when needed. Confers with campus / shift coordinators to ensure adequate staff coverage, appropriately resolve any personnel issues, and ensure client protections are in place. Monitors the use of restraints. Summarizes daily issues, concerns and incidents for further review. Proactively identifies issues and provides solutions, including ideas for improving staff deployment and reducing overtime. Assists management in developing guidelines and procedures for effective staff deployment and SSLC coverage. Works closely and collaboratively with administrative / supervisory staff to coordinate and monitor service delivery, conducting special targeted reviews or audits of identified areas when requested. Works under the supervision of the Director of Residential Services (DRS) or other appropriate supervisor depending upon the organizational structure of the SSLC. This position is required to drive a state-owned vehicle.

Essential Job Functions (EJFs) :

Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and / or overtime in accordance with agency leave policy and performs other duties as assigned. May serve in an on-call status on a rotating schedule as required to meet operational needs of the facility.

Plans, assigns, supervises and oversees the daily activities of the campus / shift. Oversight includes ensuring adequate facility coverage and staff / individual ratios are met, ensuring information is professionally communicated to the appropriate people, ensuring confidentiality for situations which require confidentiality, ensuring required monitoring, including restraint monitoring, is completed correctly, ensuring reassignments are handled appropriately, and ensuring all other campus / shift coordinator essential job functions are carried out as required.

Leads and develops staff in the campus supervision department. Directly supervises campus / shift coordinators and administrative / clerical staff. Supervises other types of staff as needed depending upon SSLC structure. Hires, trains, and promotes professional growth of the employees within the department so that a competent workforce is maintained. Ensures that all departmental staff are compliant in training per agency and facility standards. Conducts performance evaluations of assigned staff to give employees timely feedback on their performance and oversees staff development plans and activities. Takes action to improve employee retention and reduce turnover. Schedules employees for work to maintain 24 / 7 / 365 coverage.

Summarizes daily issues, concerns and incidents for further review. Communicates concerns with home, unit, and executive leadership in a timely manner. Proactively identifies issues and provides solutions, including ideas for improving staff deployment and reducing overtime. Assists management in developing guidelines and procedures for effective staff deployment and SSLC coverage.

Attends meetings, serves on committees, and performs other specific tasks when directed by executive leadership.

Assists in making targeted improvements at the SSLC through program analysis. Conducts special audits / reviews and monitoring as scheduled or requested by facility administration to ensure on-going service delivery and the health and safety of individuals served and to improve the quality of services at areas targeted for improvement through facility corrective action plans. Instructs, trains, and provides in-service to facility staff on approved policies, procedures and guidelines.

Assists staff in responding to unusual events or critical incidents. Confers with campus / shift coordinator and other staff to provide technical assistance. When needed, serves as the first responding staff on the scene of a critical incident. Coordinates and / or assists with unusual incidents to ensure compliance with appropriate rules and standards. Ensures that campus / shift coordinators are responding to unusual incidents in a timely manner.

Provides assistance in transporting of individuals going on scheduled activities and in emergency situations, as needed.

Other duties as assigned include but are not limited to actively participating and / or serving in a supporting role to meet the agency's obligations for disaster response and / or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and / or location.

Knowledge, Skills and Abilities (KSAs) :

Knowledge of individual care techniques and of treatment, therapy, and developmental programs.

Knowledge, or ability to gain knowledge, of the facility policies and procedures.

Knowledge of basic scheduling techniques, considerations, and facility-coverage strategies.

Ability to communicate verbally and in writing in a clear and concise manner.

Skill in using good judgment and making effective decisions when dealing with unusual / critical incidents.

Skill in working effectively with others and as a member of a team.

Skills in effectively communicating the need for overtime work and engendering staff buy-in.

Ability to react quickly and calmly in an emergency.

Ability to train staff in job related subject areas.

Ability to master basic techniques of individual care and training.

Ability to be flexible in handling work assignments.

Ability to provide individual care, to administer first aid or cardiopulmonary resuscitation, to conduct Safety Utilization of Restraint (SUR).

Strength and flexibility to safely perform Cardiopulmonary Resuscitation (CPR) and Safety Utilization of Restraint (SUR) techniques to restrain and prevent harm to that individual or others until the harmful / violent behavior subsides.

Physical ability to perform direct contact duties and to complete regular rounds over a wide area.

Registrations, Licensure Requirements or Certifications :

Must possess valid Texas driver's license or obtain it no later than 90 days after hire date. Applicants with an out-of-state driver's license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy.

Initial Screening Criteria :

High school graduation or high school equivalency (e.g., GED) is preferred.

Two (2) years' experience working in the field related to this position (working with people with intellectual and developmental disabilities, mental health issues and / or physical disabilities).

At least 1-year experience in a lead and / or supervisory role.

Additional Information :

Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse / Neglect Reporting System (CANRS), Nurse Aide, Medication Aide and Employee Misconduct and HHS List of Excluded Individuals / Entities (LEIE).

Males between the ages of 18 - 25 must be registered with the Selective Service.

All State Supported Living Center Employees are subject to Random Drug Testing.

Flexibility in work hours may be required for this position. The position may be required to work overtime and / or extended hours. Must be willing to work weekends and holidays.
