Brief Job Description :
The Independent Living Services (ILS) Contract Specialist IV is selected by and reports to the ILS Contract Administration Manager. Performs advanced consultative and technical assistance work, planning, developing, and implementing the ILS program, Center for Independent Living (CIL), Community Based Independent Living initiatives, and related services. Work involves reviewing and coordinating with service provider staff in areas of program compliance and performance using available financial and program data in oversight activities. In addition, the Compliance Specialist also provides technical assistance and coordination of work with other agency and program staff. Work involves minimal supervision, with considerable latitude for initiative and independent judgment related to compliance monitoring tasks. Performs other duties as assigned to meet the mission and goals of the department and program.
Essential Job Functions (EJFs) :
EJF 1. Reviews and analyzes data on program and fiscal performance on an ongoing basis. Monitors contract budget and program targets and oversees changes to funding and performance measure revisions. Recommends appropriate corrective actions regarding program targets and contract compliance. Researches and resolves problems and provides guidance to service providers and HHSC ILS program staff in areas of performance and compliance. (35%)
EJF 2. Coordinates and communicates with assigned contract service providers about program and fiscal performance, and contract compliance on a timely basis. Coordinates review and analysis with other program and agency staff to review and resolve programmatic and budgetary issues. (20%).
EJF 3. Monitors service provider compliance through on-site and desk reviews with the ILS program, contract, and fiscal requirements. Review and approve recommendations to the Contract Administration Manager for improvement and corrective action plans. Effectively manages work assignments and keeps management informed of status and priorities. (20%)
EJF 4. Tracks the performance of assigned ILS Purchased Services and Base / Operational contracts to comply with ILS Standards, ILS Data Reporting System requirements, and state and federal regulations within established timeframes. (10%)
EJF 5. Participates in ILS program projects and work groups as assigned. Provides input to management and other sections regarding programmatic and financial issues. Manages other assigned projects effectively by planning timelines, and tracking progress on required tasks. (5%)
EJF 6. Maintains knowledge about the ILS Standards, ILS Data Reporting System, state / federal regulations, and contract monitoring best practices. Participates in professional development and continuing education regularly. (5%)
EJF 7. Perform other duties as assigned, including but not limited to actively participating and serving in a supporting role to meet the agency's obligations for disaster response and recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and location. (5%)
Knowledge, Skills and Abilities (KSAs) :
Knowledge of local, state, and federal laws relating to program responsibilities.

Registrations, Licensure Requirements or Certifications :
CTCM certified
Initial Screening Criteria :
Graduation from an accredited four-year college or university with a degree in business, accounting, finance, public administration, public health or related field or year for year experience in contract management, compliance monitoring, or purchasing consumer goods.
- Three years of experience working in state or federal programs in areas such as compliance monitoring, contract management, or purchasing consumer goods.
- Ability to travel 40% including overnight.
Additional Information :
This position is eligible for telework consistent with HHSC telework policy, which is subject to change. Employees may be required to work in the office one or more days a week.
