Brief Job Description :

Performs advanced (senior-level) quality assurance work. Work involves coordinating the planning, development, and administration of internal quality assurance and compliance activities. The position performs analytical work and consultation in social service programs administered by the Texas Department of Family and Protective Services (DFPS) and the evaluation of program compliance within Child Protective Services (CPS). The position performs ongoing case readings for children in the Permanent Managing Conservatorship of CPS, including sample case reviews required by CPS state office and routine internal and external stakeholder input regarding the provision of CPS. The position contributes information to conservatorship division quality assurance quarterly report and may serve in other capacities for future reviews designed to evaluate the safety, and well-being of children and families in CPS. The position communicates quality assurance results to CPS regional staff. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs) :

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Administers quality assurance programs and activities for ongoing case readings for children in the Permanent Managing Conservatorship of CPS. Monitors DFPS casework for compliance with federal and state program standards through case reading and analysis. Coordinates the timely and ongoing transmittal of completed reviews. Coordinates quality control case readings and other quality assurance and compliance activities. Receives case samples selected from program, region and monitors the review process. Reviews case records to collect performance data, identifies adverse trends, and determines compliance with service delivery standards and other policies and procedures. Provides technical guidanceand assistance to DFPS caseworkers during the review process to ensure uniformity and consistency. (25%)

Identifies, evaluates, reports trends and makes recommendations to State office and regional leadership in a manner that facilitates further program improvement. Produces regional management and productivity reports including identifying needs, development of methodology, and the collection and analysis of data. (25%)

Determines the need for new or updated training for CPS program staff and provides guidance to CPS program leadership in the development, coordination and deployment of training materials and activities. Develops and delivers targeted program training designed to assist caseworkers, as new program policies and procedures are implemented or new programs are mandated by the federal government. Develops training material on program standards; and presents information to all levels of CPS staff. (20%)

Compiles statistical reports based on the results of the case readings. Prepares comprehensive quality assurance documents, analyses and reports regarding program performance to DFPS leadership, and legislatures as needed. Prepares responses to requests for CPS quality assurance and quality control information, reports, and inquiries from program management. Provides managerial consultative, technical, and analytical work on CPS program and operations policies to develop solutions, training and recommendations for program or process changes to improve program performance. (20%)

Initial Screening Criteria :

  • Graduation from high school or equivalent.
  • Graduation from an accredited four-year college or university.
  • Five years full-time experience in Child Protective Services with at least three years of full-time experience in Conservatorship direct delivery, or equivalent.
