Under the supervision of Access and Eligibility Services (AES) Finance Operations (FO) leadership, the Director II performs highly advanced (senior level) managerial work for contract financial operations. The Director II will be responsible for directing and strategic guidance of the finance team supporting AES grants and contracts. Work involves administering financial processes and systems; reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending and approving appropriate action to resolve financial issues. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy. Supports, ensures compliance with, and behaves in a manner that reflects the AES values, mission, and vision. Must also perform other duties as assigned and necessary.
EJF1. Leads manager level staff who oversee and manage AES contract finance matters. Applies sound business principles of financial analysis in all daily operations; conducts alternatives analysis and prepares recommendations for AES senior leadership; conducts risk analysis/management in day to day activities; ensures change management principles are applied in day to day staff activities; directs financial analysis of AES contracts and quality oversight; provides leadership to multi-disciplined cross-functional teams within Finance Operations, including managers and financial analysts. Establishes short and long-term goals for the contract finance team and directs associated work activities necessary to meet the goals. Leads the development of standard operating procedures for contract finance activities in accordance with HHSC policies. (25%)
EJF2. Directs the review and tracking process for invoices to ensure timely approval within 10 days of receipt. Monitors, reviews, and analyzes expenditure patterns and trends to propose any reallocation, realignment, or adjustments to accomplish division and programmatic requirements. (25%)
EJF3. Directs and reviews the development of financial reports related to costs, reimbursements, fees, appropriated receipts, and other fiscal impacts when assigned by management. The director prepares materials to present to leadership, outlining the fiscal implications of contract activities. (20%)
EJF4. Hires, directs, and develops contract finance staff. Sets the overall team expectations and recommends appropriate personnel actions to foster a fair, honest, and equitable work environment. Identifies areas of needed change and improvement through employee performance management. (15%)
EJF5. Reviews fiscal impacts of proposed HHSC, state, and federal rule/law modifications. Directs the preparation of cost estimates and cost impact estimates for assigned grants and contracts based on potential changes to rule or law. Manages special projects as assigned. (15%)
Knowledge, Skills and Abilities (KSAs):
Knowledge of accounting, finance, auditing, grant management, and/or contracting
Working knowledge of fiscal processes and procedures related to non-profit, governmental settings.
Knowledge of financial analyses and examination procedures for public entities, financial and industry terminology and practices, and statistical analysis.
Working knowledge of grant management principles, including federal cost principles as found in the Uniform Grant Guidance (UGG)
Extensive knowledge of, and ability to work with, Microsoft Office software.
Knowledge and ability to write technical documents, including business processes and workflows, manuals, and instructional material.
Skills in using computer software including, but not limited to, Excel, CAPPS Financials, HHSAS Financials, other accounting software, SCOR, Microsoft Project, Excel, PowerPoint, Tableau, Visio, and/or Word.
Skills in monitoring contractor performance for compliance with federal and state policies, regulations related to fiscal requirements and preparing reports which are clearly supported documentation.
Skills in applying generally accepted accounting principles.
Ability to administer financial processes and systems, to perform and interpret numerical analyses, and to interpret statutes.
Ability to analyze, evaluate, and summarize financial and management records for accuracy and conformance to procedures, rules, and regulations.
Ability to prepare reports and correspondence regarding findings.
Ability to develop and evaluate policies and procedures, to communicate effectively, and to supervise the work of others.
Ability to effectively communicate complex information, both verbally and in writing, and produce reports.
Ability to interpret and apply federal and state laws, policies, rules, and requirements in health services and fiscal management.

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in accounting, business administration, finance, economics, or a related field is required. Experience and education may be substituted for one another.
At least 3 years of experience in accounting, contracts, auditing, budgeting, or finance.
A minimum of 2 years in a managerial, supervisory, or equivalent role is required. Experience in preparing financial reports. Experience in database programs, including Microsoft Excel.
