Job Description :
The position is responsible for determining and certifying Foster Care and Adoption Eligibility for Title IV-E Funding using application forms, collateral contacts and data entry on appropriate automation systems. The postion interprets policy for staff, assumes adminstrative tasks to include trainin and special projects, updates eligibility status in IMPACT and accesses the Health and Human Services Commissions TIERS for information verification. The position routinely interacts with Child Protective Services caseworkers, Program Directors and State Office Program Specialists and other agency staff thoughout in state and out of state to determine client eligibility for IV-E, State Paid and Medicaid.
Essential Job Functions :
- Analyzes and review Foster Care and Adoption Assistance applications for State and Title IV-E eligibility.
- Certifies Title IV-E foster care youth for family adoptions.
- Provide guidance and technical assistance regarding billing issues.
- Complete and maintain eligibility files
- Monitor and review level of care for children with facility / foster home approval annually.
- Operate a personal computer to access agency database systems, including IMPACT and TIERS.
Knowledge Skills Abilities :
Knowledge of TDFPS policies and procedures. Knowledge of TIERS database. Knowledge of Word, Excel and Outlook. Skills in establishing and maintaining professional working relationships. Skill in effective verbal and written communication. Ability to work in a stressful environment and meet deadlines. Ability to identify problems and resolve problems. Ability to operate a personal computer.

Initial Screening Criteria :
Graduate from high school or equivalent two years full time social service Human Service work. Experience in Eligibility determination or TDFPS experience preferred. Sixty semester hours from an accredited college or university may be substituted for the required experience. Eligibility and Adoption experience preferred.
