General Description :
Performs senior-level consulting services and technical assistance.
As a member of the Office of Aging Services Coordination (OASC), the Program Specialist IV acts as a subject matter expert on healthy aging issues. The position plans, develops, and implements the OASC healthy aging projects including the Texercise initiative to help individuals and communities understand healthy aging issues and the role of preventative measures. Implements the Texercise initiative at the local and state level.
Work involves :
- Overseeing the healthy aging focused projects including existing Texercise program components (Classic, Select and Nourish) to ensure timely and relevant content.
- Developing new healthy aging projects including new Texercise program components that maintain the HHS Texercise content integrity.
- Serving as a subject matter expert on healthy aging issues and needs.
- Providing consultative and technical services related to healthy aging and Texercise for agency program staff, other governmental agencies, community organizations and the general public.
- Preparing and delivering public presentations to educate consumers and partners on healthy lifestyle behaviors and preventative measures.
- Working with community and professional groups to coordinate, improve, and stimulate interest in Texercise and develop local programs.
- Preparing educational and / or training materials and developing and revising policies and procedures pertaining to Texercise.
- Maintaining relationships with program management, executive staff, and administrators to coordinate development and effective communications products.
- Assisting in the development of policies, procedures, standards, and manuals in accordance with the Texercise initiatives objectives and goals and monitoring, reviewing, and evaluating compliance with program policies.
- Researching and applying for grants to support healthy aging including Texercise.
- Works under general direction with extensive latitude for the use of initiative and independent judgment.
- Requires advanced and effective communication skills.
- Performs related work as assigned.

Knowledge : Laws (local, state, and federal) related to health and human services for older adults and Texas' long-term care facilities; public administration and management techniques; and program planning, implementation, and monitoring.
Skills : effective verbal and written communications; establishing and maintaining productive working relationships, both internally and externally; policy analysis and research; problem solving and independent decision-making; identifying measures or indicators of program performance; synthesizing complicated and technical information and into concise materials; skill in using personal computer application software, specifically spreadsheets or grant / contract development or management software.
