Brief Job Description:
The temporary position reports to a Child Care Regulation Program Supervisor and is responsible for implementation and tasks tied to an inter-agency contract to support the expansion of regulated child care. This position will assist prospective new child care providers in understanding CCR’s regulatory requirements, understanding how local ordinances may also need to be considered, and in accessing resources available to assist new child care operations. This position regularly works with the CCR management team to develop strategies and analyze requirements of the interagency contract to achieve the outlined deliverables. This position will identify and build community partnerships, compile resources, coordinate with media relations on targeted messaging, provide support services to child care applicants, and collect and analyze data. This position must be able to work independently, analyze complex problems, develop effective solutions, and use discretionary judgement. The position provides important information and makes decisions related to project scope, timelines, CCR policies and strategies.
This position will travel across large geographical areas. Travel: 25%
This position may be located statewide.
Essential Job Functions (EJFs):
- Identifying and building partnerships with local and regional child care provider support services and associations; 15%
- Identifying and compiling resources and information related to regulated child care, including funding sources, small business development and start-up costs, training and skills development, recruiting and hiring, regulatory and local requirements, sustainability sources, and mentoring and support organizations; 15%
- Developing an online state-wide child care business resource guide to include the identified resources and a strategy for long-term maintenance of the resource guide; 15%
- Coordinating with HHSC Media Relations on targeted messaging and outreach aimed at expanding child care capacity; 5%
- Providing support services and coordination to child care provider applicants to increase permit issuance and provider sustainability, with a focus and priority on serving prospective applicants starting a child care business; 35%
- Coordinating with state and regional businesses and vendors for discounts or donations of goods and services to aid and allow prospective providers to begin operation; 5%
- Entering and compiling data demonstrating the effectiveness of services offered, permit issuance, and sustainability. 10%
Registrations, Licensure Requirements or Certifications:
Valid Driver’s License
- Knowledge, Skills and Abilities (KSAs):

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is preferred. Experience and education may be substituted for one another on a year for year basis.
2 years of experience working in an early learning field or regulated child care setting.
2 years of experience in project management, preferred.
Experience as a Program Specialist, Navigator, preferred.
