Brief Job Description:
Performs complex (journey-level) purchasing and procurement work.
Performs purchasing and procurement work involving purchasing and procuring goods and services in accordance with procurement policies, procedures, guides, and state laws.
Work involves processing requisitions for term, TXMAS, GPO, funding, and spot purchases accurately and timely.
Works under general supervision, with moderate latitude for initiative and independent judgment.

Attends work on a regular and predictable schedule in accordance with agency leave policy.
(40%) Performs purchasing and procurement work involving purchasing and procuring goods and services in accordance with PCS procurement policies, procedures, guides, and state laws. Work involves processing requisitions for term, TXMAS, GPO, funding, and spot procurements. Reviews requisitions for completeness and compliance.
Assigns requisitions and enters required information in CAPPS Financials accurately. Enters requisition buyer comments in CAPPS Financials and keeps them updated. Reviews requisition and determines the accurate procurement method. Works with customers to develop clear specifications. Research vendors for goods and services. Develops quality solicitations. Distributes solicitation to vendors. Receives, screens bids, and prepares accurate bid tabulation. Makes award recommendations and awards based on best value. Ensures procurement files are complete and compliant, using applicable checklists. Issues quality POs ensuring appropriate header comments are included and accurate information is entered in CAPPS Financials. May process requisitions for informal solicitations.
(20%) Assigns requisitions and enters required information in CAPPS Financials within required timeline. Uploads complete procurement files to SharePoint and/or SCOR within the required timeline. Responds to quality reviews or audits within required timeline. Utilizes the requisition status report to monitor and achieve compliance to PALTS timelines.
(20%) Utilizes the PO Metrics report to monitor and achieve PO volume targets.
(10%) Provides customer service excellence in alignment with the PCS Core Customer Service Principles: Be responsive; set clear and realistic expectations; be transparent; be courteous; be consistent; be resourceful; embrace complaints; and be intentional about continuous improvement. Works with the warehouse, accounting, and agency staff on PO issues. Responds to all formats of communication within the required timeline. May provides guidance to customers and purchasers regarding purchasing policies and procedures.
(10%) Performs other duties as assigned, such as participating in procurement related workgroups, events, and special projects. Provides support for the agency’s disaster response and recovery and Business Continuity Plan activation. Completes agency required training, within required timeline. Completes CTCD continuing education and renewal, within required timeline. Enters leave and certifies time in CAPPS, within required timeline. Attends "In Office" required days. May be required to work overtime during the busy procurement season of March through August. May provide procurement training to purchasers.
Knowledge, Skills, and Abilities (KSAs):
Working knowledge of state and federal laws and regulations governing state purchasing.
Working knowledge of purchasing and procurement methods and procedures.
Working knowledge of state of Texas procurement principles and practices, assigned commodities and products on the open market, and supply sources.
Skill in the use of computer and applicable software.
Skill in problem solving, including asking appropriate questions and identifying resources to obtain necessary information.
Ability to logically assemble and evaluate information.
Ability to maintain a system of required record keeping.

Registrations, Licensure Requirements or Certifications:
Must obtain Certified Texas Contract Developer (CTCD) within 6 months of hire.
CTCD preferred.
Initial Screening Criteria:
Graduation from high school or equivalent.
A minimum of 1 year of purchasing, administrative support or customer service or related experience.
24 college hours or 1 year of internship in business, finance or accounting may be substituted for 1 year of experience.
