Brief Job Description :

The Workforce Development Specialist will report to the Manager of the Workforce Development team of Office of Practice and Learning, within the Center for Public Health Policy and Practice. This advanced-level position is responsible for designing and implementing professional development training initiatives to strengthen the current and future public health workforce. The role involves coordinating, developing, delivering, and evaluating training activities using a variety of instructional methods for DSHS programs. The position operates under limited supervision, with moderate autonomy for decision-making judgment.

Essential Job Functions (EJFs) :

EJF 1. (30%) Design and develop curricula, training materials, course outlines, and instructional aids, ensuring alignment with DSHS programs and staff training needs.

EJF 2. (25%) Participate in the planning and development of specialized continuing education, and technology-based training. Conduct and coordinate in-person, distance learning, and e-learning sessions for DSHS staff and partners of DSHS.

EJF 3. (25%) Assess DSHS training needs, effectiveness, and performance gaps. Conduct research to evaluate internal and external training programs and provide recommendations for improvement based on data-driven analysis. Develop methods for assessing training outcomes and effectiveness.

EJF 4. (10%) Research and design evidence-based training content tailored to the needs of DSHS staff, simplifying complex information for general audiences.

EJF 5. (5%) Collaborate to solve training challenges, ensuring the effective use of modern training methods and techniques across DSHS programs. Promote the use of the Public Health Workforce Training Center, and the Office of Practice and Learning, within DSHS.

EFJ 6. (5%) Other duties as assigned include but are not limited to actively participating and or serving in a supporting role to meet the agency's obligations for disaster response and or recovery or Continuity of Operations (COOP) activation. The Center for Public Health Policy and Practice Division is an active partner in response activities. Such participation may require an alternate shift pattern assignment and or location.

  • Strong oral and written communication, editing, and proofreading

  • Researching, interpreting, and translating complex information for broad audiences
  • Effective training and instruction techniques
  • Ability to :

    Develop learning objectives and outcomes

  • Strong problem-solving skills, with the ability to assess alternatives and implement solutions
  • Evaluate and revise training programs based on feedback and effectiveness
  • Collaborate effectively with colleagues and work within a team environment
  • Registrations, Licensure Requirements or Certifications :

    Initial Screening Criteria :

    Graduation from an accredited four-year college or university with major coursework in public health, education, or a related field required. Master's degree preferred. Experience in designing and conducting public health related educational training programs is preferred. Experience using Articulate 360 preferred. Education may be substituted for experience.

    Additional Information :

    Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. This position is eligible for a hybrid work week schedule. This position is temporary and grant funded through November 30, 2027. The selected candidate will be required to sign a Temporary Employment Agreement.

  • The salary offered will follow DSHS starting salary guidelines. Any employment offer is contingent upon available budgeted funds.
