Brief Job Description

Works under the supervision of the Manager IV, over the Publishing, Promotions and Media Services Team. Creates, organizes and maintains information on the HHSC-WIC Providers website. Ensures all mandatory documents including USDA approved state WIC policies and memos are posted in an organized manner that also meets state archiving requirements. In charge of making all files accessible using Adobe Acrobat, Adobe InDesign, Adobe Live Cycle Designer and other software as it becomes available. Checks and confirms file accessibility using JAWS and other accessibility software as it becomes available. Posts and or provides accessible files to the HHS WIC Providers website or provides accessible files to developers including but not limited to web pages, videos, memos, emails and publications in file formats including but not limited to WMV, FLV, MOV, PDF and MS Office. Works under limited supervision with considerable latitude for the use of initiative and judgment.

Essential Job Functions (EJFs)

40% Manages and maintains HHS WIC Providers website. Creates and checks all program accessible files for electronic use. Oversees and coordinates with content experts to assure all electronic files are accessible including but not limited to web pages, videos, memos, emails, and publications in file formats including but not limited to PDFs and MS Office documents. Posts or provides accessible files to the HHS WIC Providers website or to the website developers including but not limited to memos, web pages, publications and video clips, in formats including but not limited to PDFs and MS Office documents. Assures that all electronic file mandates and policies required by HHS webmaster are adhered to. Assures that all postings are accessible and follows HHS Accessibility guidelines.

15% Oversees the organization and digital archiving information on the HHSC WIC Providers website. This includes program policies and memos. Practices effective customer service and has a working knowledge of public relations. Communicates effectively using verbal and written communications.

15% Edits and proofreads a variety of communication materials including state memos and policies. Uses desktop publishing and word- processing skills to create or assist in creating effective materials for a variety of literacy levels. Uses computer-based and traditional methods to meet agency standards and deadlines.

15% Using knowledge of graphic design and professional publishing standards and procedures, develops, coordinates, produces and manages the production of publications for print and web. Works independently to organize multiple projects and works effectively with staff, contractors, other agencies, and other outside parties. Archives and manages files, including image and text documents. Stays informed of current design, web and print standards, techniques and software. Attends meetings to keep up with developments and issues. Works with contractors and services as approved.

10% Completes other tasks as assigned by PP&MS group manager and the PP&MS Print Team lead.

5% Perform other duties as assigned including but not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or locations.

Knowledge Of

Knowledge, Skills and Abilities (KSAs):

Knowledge of agency functions, policies, and procedures; of news and/or communications media; and of basic research techniques and applications.

Knowledge of the principles of marketing, advertising, promotion, and mass-media communication including print, graphic, and audiovisual materials, in-depth knowledge of the principles of developing communications appropriate to persons of differing levels of literacy.

Knowledge of ADA-Section 508 Accessibility Standards.

Skill In

Skill in analyzing, organizing, planning, designing, implementing, and managing electronic website information for optimum user experience and space requirements.

Skill in creating and checking website materials for compliance with ADA- Section 508 Standards and assure materials meet the mandates and requirements of the HHSC Website administrator.

Skill in editorial and design concepts and practices, in print and Web graphics design, in the process of creating materials, and in the production of publication/marketing/training materials for a range of customer populations, including program clients, providers, and staff.

Ability To

Ability to translate information pertaining to department programs into lay terminology; to prepare and/or edit copy or scripts, and to plan and supervise the collection, preparation, and distribution of information for publication.

Ability to use Adobe Creative Suite, Microsoft Office and software and tools for checking the compliance of documents, media and web sites with ADA-Section 508.

Ability to see a project from concept to final product.

Ability to meet tight deadlines and manage multiple projects.

Ability to prepare materials to meet staff and client needs.

Ability to layout materials in a foreign language.

Initial Screening Criteria

4 year Bachelor’s degree from an accredited college in communication, public health, Information Technology or related field.

At least 5 years of experience in preparing and producing publications for print or web.

At least 3 years of experience working with Adobe and Microsoft Software.

At least 3 years of experience in making electronic files, publications and online information accessible to persons with disabilities.
