Brief Job Description

As a member of the HHS Civil Rights Office Accessibility Team (A-Team) you will be responsible for evaluating all types of electronic information resources for compliance with ADA Title II requirements for the accessibility of electronic information resources external and internal to the agency. You will help content creators, purchasers, administrative staff, trainers and developers comply with all WCAG (Web Content Accessibility Guidelines) version 2.1 Success Criteria Level A and Level AA. You will also apply WCAG to software, electronic documents, and forms as well as Section 508 rules for hardware and office equipment. You will be working in a fast-paced, high-volume environment and looked to by staff and leadership of HHS and DSHS as a subject matter expert in document, form, web, application, and software accessibility. You will be surrounded by a team of accessibility professionals recognized throughout the agency and throughout the Texas State government as leaders in the accessibility field, with a reputation for knowledge, quality, diplomacy, and effectiveness. You will have a positive impact on the lives of members of the public, state employees, and stakeholders with disabilities through the work that you do to make sure that they have the same access to information, services, and state employment as people without disabilities.

Essential Job Functions (EJFs)

EJF 1: Analyzes and tests all information communication technology formats, including PDFs, Microsoft Office documents, websites, desktop applications, and mobile applications, to meet accessibility standards. Recommends changes to make content accessible and remediates accessibility issues. (35%)

EJF 2: Provides coaching, guidance, training and technical support to document authors, content creators, and developers on remediation of EIR to meet accessibility compliance standards. Ensures implementation of industry best practices for accessibility services for digital content and Electronic Information Resources, such as brochures, flyers, webpages, documents, forms, and training materials and ensures compliance with all Federal, State, and agency procedures, policies, rules, and laws. (30%)

EJF 3: Creates reports that describe accessibility obstacles as well as provide technical guidance and recommendations to overcome obstacles. Delivers testing results to internal customers and participates in follow-up discussions to develop a roadmap in effort to improve the accessibility and usability of agency resources. (20%)

EJF 4: Participates in the development and delivery of instructional materials, aids, and manuals to meet training needs. (10%)

EJF 5: Performs related work as assigned. (5%)

Knowledge Of

Knowledge, Skills and Abilities (KSAs):

  • Microsoft Office Core Products including MS Word, Excel and PowerPoint.
  • Adobe Acrobat Professional including manipulating tags, reading order and content through the content, order, and tags panel.
  • Civil Rights laws, rules, and best practices encompassing accessibility for people with disabilities. Including Sections 504 and 508 of the Rehabilitation Act, Titles I and II of the Americans with Disabilities Act, WCAG 2.0 and 2.1.
  • Assistive technologies used by people with disabilities to work in Windows, iOS, and Android.
  • Microsoft Teams, SharePoint, and Power Platform.

Skill In

  • Technical analysis and practical application of accessibility guidelines.

  • Communicate complex technical topics and requirements verbally and in writing to technical and non-technical staff.

  • Conduct research into accessibility features and limitations of authoring tools used by content creators and developers.
  • Quickly learn to use new applications and software.

  • One of the following:
    • Bachelor's degree.
    • Four years of experience creating accessible documents.
    • Two years of experience creating documents using HHS Templates.
    • Two years of experience in application development or testing.
