Under supervision of the Director of Programs, State Supported Living Centers (SSLC) Division, this position serves as the SSLC discipline coordinator for active treatment and vocational services and is responsible for assisting in coordination and support of service delivery. Performs highly advanced consultative services and technical assistance work related to active treatment in the residential, day habilitation and vocational services areas at the State Supported Living Centers. Work involves planning, developing, coordinating, monitoring, and implementing major division program(s) and providing consultative services and technical assistance to program staff, field staff, governmental agencies, community organizations, or the general public. Trains, leads, assigns and/or prioritizes the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs)
Oversees the performance of a variety of technical, training, research, planning, policy, program assessment, and administrative activities of assigned program(s), with a focus in active treatment and vocational services, including supported and competitive employment.
Serves as the SSLC state office representative for interagency and HHSC Employment First initiatives.
Oversees staff and/or acts as a liaison with agencies and internal programs to explain the programs and agency statutory requirements.
Participates in the hiring process of active treatment coordinators and vocational directors via the facility interview process.
Provides consultative support to vocational directors and active treatment coordinators.
Oversees the analysis, implementation, and documentation of program policies.
Oversees the collection, organization, analysis, and preparation of materials in response to requests for program information and reports.
Oversees the development of program policies, procedures, manuals, and standards and plans program activities in accordance with program objectives and goals.
Oversees the development and implementation of effective techniques for evaluating agency programs, identifies the need for and implements new programs.
Oversees the completion of and monitors required administrative and performance reports, studies and specialized projects and recommends appropriate changes.
Oversees compliance with program policies and procedures, statutes, and rules and takes corrective action(s) as needed.
Oversees studies and analyses of operations and problems and the preparation of reports of findings and recommendations.
Oversees surveys and reviews to determine compliance with certification requirements, laws, regulations, policies, and procedures.
Oversees others who analyze legislation to develop recommendations for policy and programmatic issues relating to the implementation, improvement, and/or expansion of or reduction of program funding.
Oversees the development of Community Integration Partnerships, including the completion of Memorandums of Agreement for day habilitation, vocational services and leisure activities.
Oversees and/or coordinates the development of statewide and local vocational and day habilitation contracts.
Oversees others who speak to community and professional groups to coordinate, improve, and stimulate interest in the program and to secure support for programs.
Oversees the delivery of consultative services and technical assistance related to planning, implementing, and monitoring of programs and services.
Consults with public and private agencies involved in program(s) to resolve problems, identify training needs, and discuss program effectiveness. Identifies the need for and implements new programs.
Evaluates training needs, develops curriculum and coordinates training activities.

Determines trends and resolves operational problems.
Prepares administrative reports and studies and performs specialized research projects.
Prepares and evaluates program budget requests.

Two (2) years of working within a setting that provides active treatment, day habilitation, or vocational services for people with intellectual and developmental disabilities, at least one of which includes primary duties of managing, leading, directing, and/or evaluating active treatment and/or vocational services for people with intellectual and developmental disabilities.

Graduation from an accredited two-year college (i.e. associate degree) with major coursework in management, public administration, human services or a related field; and
