Texas Health and Human Services Commission (HHSC) Office of Inspector General (OIG) seeks highly qualified candidates to fill the Data Operations Analyst (Management Analyst IV) position within the Data Reviews Division.

OIG’s mission is to improve the health, safety, and well-being of Texans through good stewardship of public resources, and a focus on core public health functions. OIG is a dynamic organization that specializes in the prevention, detection, audit, inspection, review, and investigation of fraud, waste, and abuse in the provision and delivery of all state health and human services and enforces state law related to the provision of those services. The OIG’s Data Reviews division develops OIG initiatives through research and innovation, employing tools and processes that leverage the power of data to increase efficiency.

Working under the leadership of the Deputy Inspector General of Data Reviews, the Data Operations Analyst (Management Analyst IV) will serve as a coordinator for Data Operations by supporting the Deputy IG for Data Reviews with cross-divisional functions. The Data Operations Analyst will facilitate collaboration and coordination across the Data Operations teams, lead and manage projects, assist the Deputy IG and Chief of Data Reviews with special assignments, and provide specialized data research and analysis support for Data Operations. This position performs highly advanced, senior-level data policy analysis work that involves planning, directing, and overseeing activities to assist the Deputy IG and Data Operations management team. Participates in activities to ensure the success of internal and external meetings, cross-divisional projects, and Division goals; facilitates development of presentations, data research analysis, and talking points; monitors and improves data production management tools; conducts specialized tasks and duties pertaining to data analysis and research, and program functions; and performs other duties or tasks as assigned. This position may train, lead, assign and prioritize the work of others and works closely with OIG staff to define and develop the data analysis and strategic data operational approaches necessary to fulfill the functions of program. Work is performed under minimal direction with extensive latitude for the use of initiative and independent judgment. Attends work on a regular and predictable schedule in accordance with agency leave policy and Division policies and procedures.

  • This position can telework 100% from any OIG location within Texas consistent with HHS telework policies. Position may need to occasionally report to the HHSC headquarters office in Austin, Texas to attend in-person meetings.***

Essential Job Functions

(30%) Participates in activities to ensure the success of internal and external meetings, cross-divisional projects, and Division goals. Conducts highly complex data analysis and research to prepare reports, studies, and other deliverables containing analyses of health and human services data related to Medicaid and other social services programs. Involves working with large datasets using a variety of software and tools. Provides recommendations to leadership on areas of risk to assist in strategic planning on data initiatives and projects used to support OIG investigations, audits, inspections, and data reviews.

(30%) Facilitates development of presentations and talking points, tracks, and reports performance measures, and monitors and improves production data management tools. Performs highly complex and often time-sensitive research related to Medicaid and other Health and Human Services programs. Coordinates extensively with OIG management and staff to collect pertinent information on behalf of the Deputy IG of Data Reviews. Consolidates and reports data research findings in a way that is useful to management and appropriate for the intended audience. Monitors and reports progress toward project goals and measures. If measures are not achieved or a challenge is identified, analyzes cause and reports results and recommendations to management. Reviews project and system performance measures and methodology periodically, making recommendations for improvement to existing measures, deletion of ineffective measures, and addition of new measures, as appropriate.

(20%) Conducts specialized tasks and duties pertaining to data analysis and research, and program functions. Manages Data Operations projects and tasks, including project priorities, workplans, and special assignments. Performs ongoing team risk assessment activities and participates in OIG workgroups on behalf of the Data Operations. Coordinates with other Data Reviews teams and other OIG divisions to ensure appropriate response and collaboration for both internal and external projects and processes.

(20%) Provides project management support, guidance, and accountability for Division projects, processes, and communications. Assists with Data Operations coordination, ensures compliance with federal and state requirements, and assists with the development of processes for strengthening performance. Performs other duties necessary to achieve the mission of the Office of Inspector General.

Initial Screening Criteria

Bachelor's degree from an accredited college or university with major coursework in public administration, business administration, healthcare, or in a related field is required. At least one year of managerial or lead experience is required, preferably involving the management of complex systems or functions. At least two years of full-time professional experience working within state, local, or federal government or a public agency or working as a consultant for state, local or federal government or a public agency is preferred. Experience with collection, analyses and dissemination of large datasets and experience with research, analysis and interpretation of healthcare policy is preferred. Experience and high-level proficiency with Microsoft Office Products, particularly Excel, is preferred.

The OIG is responsible for preventing, detecting, auditing, inspecting, reviewing, and investigating fraud, waste, and abuse in the provision of HHS in Medicaid and other HHS programs.
