The Director of Data, Analytics, and Performance (DDA) performs advanced (senior-level) managerial work and reports to the Director of Facility Operations for State Hospitals. The DDA provides management and oversight of data services to and for the Texas State Hospitals (SHs), serves as the liaison between State Hospitals and Information Technology (IT), and manages data and performance measure support of the Governing Body process. The DDA works under minimal supervision, with extensive latitude for the use of initiative and independent judgement.

The Director has a broad scope of responsibilities and services related to capturing, extracting, analyzing, and display of data for performance improvement and operations of the SHs. The main applications used include Excel, Access, Crystal Reports and Tableau. The main source of data used for analysis and reporting comes from the Electronic Health Record (EHR), electronic medication administration record, pharmacy applications, data files from sources external to the state-hospital system and in-house developed forms and databases.

This leadership position supervises the Data Analytics staff who are the subject matter experts (SME) for the SHs in relation to data extraction, reports, EHR, and data integrity. This position also serves as the SME for data analysis and trains and consults with SHs, upper management and other divisions in the agency.

Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Essential Job Functions (EJFs)

Attends work on a regular basis and may be asked to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.

Oversees the development and implementation of SHs data systems and corresponding evaluation systems including tools that validate data reliability, and data integrity. This data is used to inform Governing Body Committees, the Associate Commissioner for state hospitals, and the Director of Operations regarding patient care processes and outcomes. Works in conjunction with the SHS Quality Management Director to develop SH quality performance measures, reliable data sources, and data quality evaluation tools to validate accurate data reporting. 30%

Performs advanced managerial work providing direction and guidance to state hospital data analytics staff regarding capturing, extracting, analyzing and display of data for performance improvement measures for SHs’, committees, and governing bodies. 25%

Oversees performance improvement reports/analyses, operational reports, reports to support policy making, management reports and safety monitoring reports in the state hospitals. Responds to requests for ad hoc reports and analysis, requested daily, from the legislature, legislative created committees, upper management, Open Records Requests, press inquiries, requests from the hospitals and other sources. 15%

Oversees systems for, and serves as key contact staff, providing aggregate data and information to advocates, judicial representatives, legislators, and the Department of State Health Services (DSHS) on programs and services. Responds to requests for information and participates in strategic communication efforts. 15%

Serves as liaison between the SHs and IT as Chair of the Hospital Information Management Committee, Executive Sponsor on the Medical Records Committee, as member of the committee that oversees and manages IT issues at the division level (Health and Specialty Care Management Committee). 10%

Knowledge, Skills And Abilities (KSAs)

Knowledge of SAS

Knowledge of electronic health records

Knowledge of The Joint Commission Performance Measures, Center for Medicare and Medicaid Services or NRI-INC

Skill in the creation, monitoring and analysis of performance measures

Proficient in use of software such as Microsoft Access, Microsoft Excel, Crystal Reports, Tableau

Skilled in use of relational databases

Knowledge of IT governance processes

Skilled with and knowledge of IT systems

Skilled in the use of MyAvatar (the electronic health record used by the State Operated Hospitals)

Skilled in legislative bill analysis and/or Legislative Budget Board (LBB) measures and responding to legislative inquiries and requests

Ability to work with and on committees

Ability to present to various types of audiences

Ability to supervise and manage staff

Registrations, Licensure Requirements Or Certifications

Valid Texas driver’s license.

Initial Screening Criteria

Associate degree with three years of psychiatric hospital experience OR,

Graduation from an accredited four-year college or university with major coursework in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or a related field is required.

Thirty-six months (36) experience in data analysis and/or quality assurance with the ability to collect, interpret, organize, validate, analyze, and disseminate significant amounts of information with attention to detail and accuracy.

Thirty-six (36) months experience in designing, developing, and maintaining queries and reports.

Twelve months (12) experience working with electronic health records.

Additional Information

Experience working in a psychiatric facility is preferred.

Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, List of Excluded Individuals/Entities (LEIE). Males between the ages of 18-25 must be registered with the Selective Service.

All applicants must be at least 18 years of age to be considered for employment at a state-operated facility. Waco Center for Youth applicants must be 21 years of age.

Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours.

Compliance with HHSC immunization policy and state hospital operating procedures related to immunizations is required. According to the Centers for Disease Control and Prevention, healthcare workers are considered to be at significant risk for acquiring or transmitting hepatitis B, measles, mumps, rubella, varicella (chicken pox), tetanus, diphtheria, pertussis (whooping cough), and influenza. All these diseases are vaccine preventable. As a result, state hospital policy requires employees be vaccinated according to their level of contact with individuals. In the event you choose to not be immunized for the influenza virus, you may be required to wear a mask and take other protective measures.
