Brief Job Description
The Health and Human Services Commission (HHSC) is seeking a Human Resources (HR) Analyst to join our HR department. This position reports to the HR Policy and Special Projects Manager and is responsible for developing, implementing, and conducting research related to HR policies and special project assignments. The position collaborates with management, the Office of Chief Counsel, and Civil Rights to ensure proposed policies are compliant with applicable state and federal laws. This position will analyze and consult on complex HR policy related issues, including assisting with tracking and analyzing the potential impact of proposed legislation and providing written analysis with recommended action.
Additionally, the position actively participates on various special projects, which includes developing the workforce plan and other complex operational reports. The position participates in agency initiatives and may represent human resources on workgroups and committees. This position works under limited supervision, with considerable latitude for the use of initiative and independent judgement while performing highly advanced HR policy development and special project work.
Essential Job Functions (EJFs)
Develops, coordinates approval of, and maintains human resources policies, procedures, support documents, and forms to ensure compliance with state and federal laws, rules, and regulations.
Participates in agency initiatives, organizational changes and other projects related to human resource management.
Reviews and analyzes legislation for the HHS System impact and recommends the best method of implementation.
Researches complex polices and provides interpretation, guidance and direction to senior management, HR colleagues, and other HHS employees.
Composes written documents, including HR policies, HR guidance, procedural documents, memos, reports, and other documents related to HR policy and initiatives.
Performs advanced analysis and research on HR issues and special projects.
Monitors the effectiveness of human resources and administrative management programs, policies, and procedures.
Performs related work as assigned.
Knowledge Of
Knowledge, Skills and Abilities (KSAs):
Professional in Human Resources certification preferred (PHR, SPHR, SHRM-CP, or SHRM-SCP)
Initial Screening Criteria
Occasional overtime and extended hours may be required.

Initial Screening Criteria
- Graduation from a four-year college or university preferred, with major coursework in human resources management, business or public administration, organizational development, or a related field.
- Experience and education may substitute on a year for year basis.
- Experience researching and analyzing complex written material involving program policy and information.
- Experience analyzing the impact of legislation in a state agency is preferred.
- Experience in human resources work, or a closely related field.
