Brief Job Description

The IT Policy and Process Editor (Editor III) performs highly advanced, senior-level editorial work for the IT Policy and Process Operations team in the IT division of Texas Health and Human Services. The Editor's work involves editing IT-related policies and processes developed by analysts for correctness, clarity, plain language, people first language, and adherence to documentation and formatting standards. The Editor may also independently complete policy and process assignments involving minor changes. The Editor publishes approved policies and processes ensuring their accessibility and develops communications to announce them to HHS staff. The Editor archives policies and processes no longer in use and manages their retention according to agency records management policies. The Editor creates and maintains internal documentation standards, checklists, procedures, guides, training, and educational materials pertaining to their work and the work of their team (for example, editorial checklists and guides). The Editor creates and maintains policy and process templates and email templates used by their team. The Editor provides technical assistance and training to their team’s policy analysts to support the development of clear and correct documentation. The Editor maintains and creates content in SharePoint related to their team and its publications and functions. The Editor manages the periodic review cycle for all publications, to ensure publications remain up to date. The Editor may write or edit other documentation for their team or its management, such as presentations in PowerPoint and news or announcement communications. The Editor performs other work as assigned. The Editor's work involves assignments that can be completed independently as well as assignments that will require them to collaborate with others (such as their team's policy analysts and subject matter experts) through meetings they facilitate, document reviews, or other means.

Essential Job Functions (EJFs)

  • Editing drafts of IT-related policies and processes for correctness, clarity, plain language, people first language, and adherence to documentation and formatting standards.
  • Independently completing assignments involving minor revisions to policies and processes.
  • Publishing policies and processes and developing communications announcing their publication.
  • Providing technical assistance and training to their team to support effective, clear, and correct documentation.
  • Creating and maintaining templates, guides, procedures, checklists and other resources related to their work and the work of their team.
  • Managing the review cycle for publications to ensure they’re reviewed and updated regularly for ongoing accuracy and relevance.
  • Developing and maintaining team-related content on SharePoint.
  • Archiving policies and processes and managing their retention according to records management schedules.
  • Developing and editing other documentation for their team or manager, such as presentations in PowerPoint and news or announcement communications.

Knowledge, Skills And Abilities (KSAs)

  • Advanced knowledge of editing standards, best practices, and styles, including AP style.
  • Advanced ability to edit technical documents for editorial style and correctness.
  • Advanced ability to edit technical documents for plain language, person-first language, and clarity.
  • Ability to communicate professionally and effectively verbally and in writing.
  • Ability to make documents accessible in multiple formats.
  • Ability to engage with unfamiliar technical subject matter and terminology and edit the content to make it understandable for a lay audience.
  • Ability to work both independently and collaboratively to complete assignments.
  • Ability to direct editing tasks and assignments, including prioritizing and multitasking to complete multiple assignments within expected turnaround times.
  • Advanced skill in Microsoft Word, including using its tracked changes and comments features.
  • Advanced skill in Microsoft SharePoint, including its document library, news article, and page features.
  • Advanced skill in using Adobe Acrobat DC, including its document conversion, accessibility, and editing features.
  • Advanced skill in organizing and structuring information for readability and understanding.
  • Skill in providing technical assistance and training on writing and editing topics.
  • Skill in meeting facilitation.
  • Skill in developing and editing presentation materials in Microsoft PowerPoint.
  • Knowledge of writing and editorial conventions for policies and processes.
  • Knowledge of how to cite laws, codes, statues, regulations, and federal standards.
  • Knowledge of document versioning and records retention best practices.

Initial Screening Criteria:

  • Bachelor's degree from an accredited four-year college or university with major coursework in literature, communications, or a science or technology field.
  • At least four years of work experience involving significant writing or editing functions.

Preferred

Certification or advanced degree in technical editing, technical writing, or technical communications.
