Brief Job Description
Under the direct supervision of the Provider Finance Department (PFD) Long-term Services and Supports (LTSS) Director, the Manager of the Calculations and Analysis (C&A) Team oversees and provides leadership and guidance in the design, development, implementation, modification and maintenance of methods and procedures used in the analyses of cost and statistical data for the development and implementation of reimbursement methodologies and payment rates for Medicaid and Non-Medicaid LTSS programs and services. The position oversees the development and updates to LTSS cost reporting templates; LTSS directed payment programs; rate development from submitted LTSS cost report data; administration of provider spending and staffing accountability systems for LTSS programs; and the development, modification and maintenance of complex systems, spreadsheets and databases used in rate calculations.
The C&A Manager performs highly advanced management and oversight, and directs daily operations. Establishes short-, mid-, and long-term goals and objectives; develops policies and procedures; schedules, priorities, and standards for achieving established goals. Coordinates and evaluates program activities; and supports legislative inquiries and analyses. Completes performance evaluations and handles human resource matters for staff. Reviews, develops and implements policies, regulations, guidelines, agency rules, and state plan amendments as needed. Identifies needed areas of change and oversees the development of alternative strategies and recommendations. This position works closely with key internal and external decision-makers providing timely, accurate, and well communicated budget and program management information that is needed to effectively plan, allocate, implement, and control programs, services, and staffing levels to achieve the goals and objectives consistent with the agency strategic plan.

- OVERSIGHT OF LTSS COST REPORTS AND RATE CALCULATIONS Oversees development of LTSS cost report-based rate methodologies and rate calculations; ensures cost reports collect sufficient data to support rate setting requirements and recommends modifications of cost report templates as appropriate; ensures cost reporting and associated processes conform to Texas Administrative Code (TAC) requirements, and state and Federal statutes, rules and guidelines. Oversees development and implementation of, and compliance with, policy guidelines, TAC amendments and other agency rules, state plan amendments, Medicaid waivers, and other associated documents pertaining to LTSS cost reporting and cost report -based reimbursement methodologies and payment rates; reviews fiscal estimate calculations to ensure accuracy, develops and implements quality assurance processes related to rate calculations and rate setting (20%)
- OVERSIGHT OF LTSS SUPPLEMENTAL AND DIRECTED PAYMENT PROGRAMS Oversees cost report reconciliation process for LTSS programs with spending accountability requirements; develops and maintains informal review and settlement process; participates in appeal hearings and settlement negotiations on behalf of the PFD; manages LTSS supplemental and directed payment programs ensuring calculations and payments conform to TAC requirements, and state and Federal statutes, rules and guidelines. Maintains, reviews and approves payment files for directed and supplement payment programs, ensures payment accuracy, develops and implements quality assurance processes related to supplemental and directed payment programs. (20%)
- COMMUNICATIONS: Interfaces with various PFD staff, provider industry representatives, HHS Enterprise staff, legal staff, advisory committees, workgroups and other interested parties concerning payment rate policy issues affecting LTSS supplemental or directed payment programs, cost reporting or payment rate determinations. Communicates complex information to internal and external parties to provide, exchange or verify information, answer inquiries, address issues or resolve problems or complaints. Interfaces with external entities including but not limited to: contracted providers, provider representatives, client advocates, other agency staff, advisory committees, workgroups, attorneys and other interested parties (20%)
- LEADERSHIP: Provides guidance and management to PFD staff on complex, technical and analytical methods used in rate determination, LTSS cost reporting and supplemental or directed payment programs. Hires and conducts staff training, including participation in interview and selection panels, training new hires on various technical aspects of their positions; directs staff; develops and manages workplans and workflows. Sets priorities, goals and accountability for reporting. Oversees the development of processes, procedures, workpapers, and tools to ensures compliance with agency and department standards. Monitors workflow to ensure processing timeframes are met. (20%)
- DOCUMENTS FOR APPROVAL AND PRESENTATION: Oversees the preparation and reviews/approves written briefing documents and other documents related to the results of calculations and analysis for decision making by PFD and executive staff. Makes presentations of calculations and analysis to a variety of audiences and HHSC executive staff (15%)
