This position is for a Legal Assistant in the Open Records and Data Governance Department. The Open Records and Data Governance Department is one of seven departments in the Legal Services Division of the HHS Office of Chief Counsel. The Open Records portion of the Department is responsible for ensuring the HHS agencies' compliance with the Public Information Act. A Legal Assistant in Open Records reviews open records requests made by the public, routes the requests to the approprite program areas, and works with system areas to ensure proper redaction and release of information. If needed, the Legal Assistant also participates in preparation of briefs for the Attorney General to rule on whether informaion may be withheld from release.
The Legal Assistant performs medium complexity legal work in the area of Open Records for the Office of Chief Counsel. Work involves communication with requestors and program areas, reviewing documentation, redacting documents in preparation for release, interpreting internal policies and procedures, and escalating issues when needed. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
The position provides for some telework.
Essential Job Functions (EJFs)
Reviews communications from people making Open Records Requests and routes to appropriate program area. (25)
Coordinates with program area and obtains responsive documents for request. (25)
Reviews and redacts documents and provides to requestor. (25)
Communicates with requestor for clarification and narrowing of requests. (10)
Prepares and sends briefs to the Office of the Attorney General. (10)
Maintains tracking of requests and other administrative work regarding requests. (5)
Knowledge, Skills And Abilities (KSAs)
Knowledge of and ability to work with confidential records/files/information.
Knowledge of widely used computer software.
Skill to operate a computer and utilize widely used software.
Skill to perform tasks with a high degree of accuracy and close attention to detail.
Ability to set priorities and goals for accomplishing workload within limited time frame.
Ability to follow security policies, and procedures while working with confidential records/files/information.
Ability to understand and comply with written and oral instructions.
Ability to use sound judgment and work independently in fast paced/stressful situations.
Ability to communicate orally and in writing in a clear, effective and diplomatic manner.
Initial Screening Criteria
Experience in dealing successfully with complex assignments and short deadlines, with preference given to experience in Health and Human Services or Open Records.
