Job Description Program Specialist V

This Program Specialist V – Children Mental Health Generalist position performs advanced (senior-level) consultative services and technical assistance work related to child mental health programs and policy. Work involves planning, developing, implementing and revising products to support System Navigator (SN) program. This is done by providing consultative services to the SN contract, quality management guidance, and technical assistance to providers. System navigators act as the bridge builder/ collaborator/partnership developer within their community to facilitate connections and informed referrals to efficiently serve a youth in a culturally meaningful and community-based way.

Serves as program specialist in support of System Navigators at Local Mental Health and Behavioral Health Authority contracted sites. This position requires knowledge regarding policy and administration of resiliency and recovery oriented behavioral health programs statewide and systems of care. Work may also involve researching, developing, administering and revising programs or products to support TRR service delivery system and special children mental health projects. In addition, this position requires participation in internal and external cross-functional workgroups and the ability to interact with executive leadership, multiple stakeholders of diverse professional and cultural backgrounds and provide behavioral health policy expertise on activities that support the overall mission of HHSC and Children's Mental Health Services. This position is responsible for supporting special programs as directed by the CMH Director. May also serve as a subject matter expert on children’s mental health and the Texas systems that service the child and family populations. May serve as subject matter expert on: Child and Adolescent Needs and Strengths (CANS); Integrated Care; adolescent mental health, transition age youth; evidence-based practices; children with comorbid disorders (e.g. Intellectual and Developmental Disability and/or Co-Occurring Mental Health and Substance Use); and mental health promotion in order to provide high level technical assistance, contract interpretation and guidance. May provide trauma-informed disaster behavioral health support or disaster

management duties to address the needs of children, youth and families impacted by disasters, terrorism or critical incidents as a result of traumatic or violent events. Performs bill analysis and helps facilitate the implementation of legislative mandates related to behavioral health services. May provide on-site technical assistance and support to LMHA/LBHAs.

Essential Job Functions

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

  • Reviews and monitors utilization and provision of community behavioral health services to maintain high quality cost effective care according to the recovery goals of the individual and evaluate the appropriateness and efficiency of behavioral health services and procedures. Monitors compliance with regulations and requirements. Maintains documentation and records of child and adolescent programs and services, including accurate documentation and records of all communications. Addresses issues with Manager and Team Lead as appropriate. Coordinates an interdisciplinary approach to support continuity of care, reduction of mental health stigma, increased awareness to children’s mental health issues, promotion of trauma-informed and evidenced based practices, family-centric and person-centered, and utilization of a systems of care framework.   • Develops policy and procedures, RFPs, Statements of Work, contracts, regulations and other procurement documentation related to System Navigator program, children’s mental health services and other child and adolescent program services or initiatives, including the Texas Resilience and Recovery (TRR) service delivery system. This includes the development of the referral process, access to care, rules, fidelity tools, clinical guidelines, project forms, policies and procedures, frequently asked questions, and policy interpretation memos supporting children mental health services; evaluating outcomes and analyzing data. Provides oversight and policy development related to community mental health services for children, adolescents and transitioning age youth, systems of care and youth with multi-system involvement within System Navigator program and sites. Communicates effectively with executive leadership, team members, stakeholders. May communicate with parents and caregivers of youth with serious emotional disturbances and youth with co-occurring disorders regarding children mental health and TRR behavioral health service delivery system services in Texas as needed in support of System Navigator sites. (20%)
  • Research, development and revision of products, supporting children mental health program services and child and adolescent services. This includes the development of the referral process, rules, open enrollment, scopes of work, contracts, fidelity tools, clinical guidelines, project forms, policies and procedures, frequently asked questions, and policy interpretation memos supporting children services and behavioral health programs; evaluating outcomes and analyzing data. (20%)
  • Provision of consultative services, technical assistance and support to Local Mental Health and Behavioral Health Authorities, children mental health providers, program contractors, and other stakeholders: This includes serving as a behavioral health policy contact in the review and approval of contractor deliverables, organization and facilitation of meetings, workgroups and conference calls, providing contractor reviews and representation of HHSC at public meetings. (20%)
  • Provision of behavioral health program and policy expertise on activities that support the overall mission of HHSC: This includes participation in emergency/disaster response activities organized and operated by HHSC and other health and human service agencies. Plans and participates in conferences, workshops or training designed to improve subject matter expertise, and assisting in the review of current and proposed legislation of behavioral health programs and practices aimed at furthering the mission of health and well-being statewide. Other duties as assigned. (10%)

Initial Screening Criteria: Graduation from an accredited four-year college or university, preferably with a degree in a public health, human services, or related field.

Experience in direct provision of behavioral health services (mental health and/or substance use treatment) or behavioral health policy; preference given to children and adolescents’ mental health services.
