What are the responsibilities and job description for the THECB - Manager II (Grant Manager) position at TEXAS HIGHER EDUCATION COORDINATING BOARD?
THECB is observing a hybrid telecommuting schedule with employees required to be in the office at least two (2) days per week.
We are located at the George Herbert Walker Bush building located in the capitol complex at 1801 Congress Ave. Austin, TX 78701.
General Description:
This position performs complex administrative grant management, research, and evaluation services. Work primarily involves management of multi-million-dollar health-related grant programs addressing nursing shortages and other healthcare needs in rural and metropolitan areas and improving the overall quality of healthcare education and services in Texas. Works under limited supervision, with considerable latitude for the use of initiative, independent judgment, and decision-making. This position reports to the Senior Director in Academic and Health Affairs.
- Manages multi-million-dollar medical education and health-related grant programs and associated reporting requirements.
- Oversee grant contracting process including monitoring expenditures, performance, and deliverables of contracted project efforts at institutions of higher education.
- Develops requests for application (RFA) announcements and oversees application and grant approval processes.
- Manages the development of legislatively mandated grant reports, coordinating with internal/external stakeholders of the agency.
- Responds to internal and external data requests related to grant programs in a timely manner.
- Collaborates with agency divisions to improve grant management processes and systems.
- Translate grant-related policy initiatives and statutes into Board rules and develops implementation procedures.
- Monitors relevant legislation by preparing bill analyses, fiscal notes, and educational impact studies, as needed.
- Prepare written materials and presentations for quarterly Board Committee and Coordinating Board meetings, as needed.
- Represents the agency through public speaking engagements, as needed.
- Develop presentations, studies, memoranda, and other documents.
- Travels up to 10 percent of the time, including overnight.
- Performs related work as assigned.
- Knowledge of Texas higher education system, including community college, university, and health-related institutions.
- Knowledge of customer service deliverables.
- Knowledge of higher education policy.
- Skills in financial analysis and budgeting.
- Skills in analytical thinking, interpersonal and leadership skills, and professional writing.

- Ability to present professional research data, agency recommendations, and reports at workshops, seminars, board meetings, hearings, and other public events.
- Ability to interpret guidelines, policies, procedures, rules, and statutes; exercise sound judgment and discretion when applying relevant policies and procedures.
- Ability to communicate effectively in oral and written form to a wide range of individuals.

Required Minimum Education and Experience:
- Bachelor’s degree from an accredited college or university.
- Four years of work experience in grant management or performing complex administrative duties such as program development, project management, or administration within colleges, universities, health-related institutions, government, foundations, associations, or related entities.
- Master’s degree may substitute for two years of required work experience.
- Master’s degree from an accredited college or university.
- Experience with health-related and medical education grant programs.
- Experience administering a health-related education program.
- Experience with grant management and financial systems.
Work is performed in a standard office environment and requires:
