GENERAL DESCRIPTION
Performs highly advanced (senior-level) managerial work by providing leadership to develop, implement, and enhance a robust, community-based continuum of care for youth at risk of or currently involved in the Texas Juvenile Justice System across TJJD. Work involves high-level strategic planning, collaboration with cross-sector stakeholders, and program development to minimize system engagement and improve outcomes for youth and families. The Director also serves as a consultant for other strategic initiatives, ensuring alignment with the agency's overarching goals.
Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. May be required to work in excess of 40 hours per work-week. Extensive travel and availability for extended hours are required.
ESSENTIAL DUTIES
Primary Responsibilities: Statewide Continuum of Care Development
Provide leadership in developing and implementing a statewide community-based continuum of care model that addresses gaps in services, reduces reliance on incarceration, and enhances local resources.
Collaborate with cross-sector stakeholders, including juvenile justice, mental health, education, and community organizations, to build a scalable, graduated approach to meeting youth needs.
Conduct statewide mapping and assessment of existing resources to identify service gaps and analyze trends, leveraging data to inform strategic decisions.
Develop and promote policies, procedures, and practices that support system diversion, resource investment, and sustainable community-based programs.
Facilitate listening sessions with youth formerly involved in the juvenile justice system, as well as their families, to ensure their voices inform program planning and development.
Provide oversight for the creation of key deliverables, including an Asset Map and Gap Analysis Report, Continuum of Care Plan, and Implementation Roadmap and Sustainability Plan.
Guide the development of evidence-based recommendations to inform capacity building and resource allocation across geographically diverse areas.
Represent the agency in high-profile meetings, legislative sessions, and conferences, advocating for systemic reform and improved youth outcomes.
Secondary Responsibilities: Strategic Consulting on Construction and Systemwide Initiatives
Contribute to the design and implementation of systemwide initiatives, identifying opportunities for innovation and recommending strategic improvements.
Offer expertise in evaluating program effectiveness and integrating findings into broader agency strategies.
Act as a senior advisor for facility planning projects, offering strategic guidance on operational design and alignment with systemic goals.
Provide consultative support to project management teams as needed, ensuring that facility development incorporates best practices for rehabilitative environments.
Collaborate with internal and external stakeholders to ensure construction projects align with the agency’s vision for rehabilitative services and system transformation.
Performs a variety of related duties not listed, to be determined and assigned as needed.
Performs all duties in compliance with agency safety policies and procedures:
- Reports safety hazards and corrects hazards when possible.
- Completes required documentation in the event of an accident/injury within requested time frames.
Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies
MINIMUM QUALIFICATIONS
Bachelor's degree with major course work in in Sociology, Social Work, Psychology, Education, Public Administration, Criminal Justice, or a related field. Ten (10) years full-time wage-earning experience of progressive leadership experience in juvenile justice, program development, or public administration, including at least three (3) years in a senior management role. Demonstrated experience in strategic planning, program evaluation, and resource development for community-based services.
PREFERRED QUALIFICATIONS
- Advanced degree in Public Administration, Sociology, or a related field.
- Project Management Professional (PMP) certification or equivalent.
· Proven experience leading systemic reform and capacity-building initiatives.
Experience and Education Substitutions:
- One year of appropriate experience may be substituted for one year of college (30 course hours) on a year for year basis.
- Completed course hours of undergraduate study may be substituted for up to four years of experience on a basis of 30 course hours for one year of experience.
- Completed course hours of graduate study may be substituted for up to two years of experience on a basis of 12 graduate course hours for one year of experience. The course hours of graduate study or toward a doctorate degree may not substitute for the six years of supervisory/management experience.
- Experience requirements may be satisfied by the prorated part-time equivalent.
Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be obtained from an accredited educational institution.
