GENERAL DESCRIPTION
Performs complex (journey-level) administrative and supervisory program work related to the intake process for youth committed to the custody of the Texas Juvenile Justice Department (TJJD). The intake process involves collecting, researching, investigating, verifying and summarizing all information required for intake, including technical data and legal documents, such as arrest, detention, and probation records; creating the official record for each youth (master file) with all required information and records and entering data into the agency’s case management system; and submitting the information and records to the assessment and placement program area for determination of minimum length of stay, placement planning, and program restriction levels. The intake program area consists of administrative support staff, including a legal assistant and may include case managers.
Plans, organizes, coordinates, and monitors the youth intake process; provides consultative services and technical assistance to the youth intake program staff, committing courts, county probation departments, other governmental agencies, and the general public regarding the intake process and requirements; ensures policies and procedures remain current; provides training to county staff; provides information regarding intake and assessment process to internal and outside stakeholders as needed; and supervises and trains the intake program staff.
Work involves meeting with youth upon intake; establishing program goals and objectives; developing schedules, priorities, and standards for achieving program goals; evaluating program activities; developing program guidelines, procedures, policies, rules, and regulations; coordinating program activities; assisting with developing budget requests; auditing all youth master files prior to releasing the information to the assessment and placement program area; working in close partnership with the assessment and placement program administrator and dorm supervisors; and acting as a liaison or overseeing liaison activities with various other TJJD program areas and with community and juvenile justice agencies.
Works under general supervision, with moderate latitude for the use of initiative and independent judgment. May be required to work in excess of 40 hours per workweek, be on-call, and travel occasionally.
ESSENTIAL FUNCTIONS
Oversees and participates in the daily operations and activities of the youth intake process; meets with youth upon intake; ensures records are complete, including records regarding the special prosecution unit (SPU) recommits; and audits all youth master files before releasing them to the assessment and placement program area.
Establishes program goals and objectives; and develops and approves schedules, priorities, and standards for achieving goals.
Develops guidelines, procedures, and policies related to the intake process; and monitors compliance and takes necessary action to ensure compliance.
Develops and implements techniques for evaluating program activities; oversees program evaluation activities; identifies areas of needed change; and makes recommendations to improve operations and takes action to implement and monitor outcomes for those improvements.
Oversees and provides technical assistance and consultation regarding the research and analysis of legal sources such as statutes and agency rules and the comparison of offense and penal code citations used in the commitment orders against state penal code; and provides assistance in identifying key factors in determination of misdemeanor and felony offenses.
Oversees the performance or performs quality assurance checks to ensure appropriate and sufficient information has been received and accurately recorded.
Reviews and interprets related policies and procedures, and makes administrative decisions as appropriate.
Prepares management and operational reports, including special projects and non-routine reports; and provides relevant information to departmental management regarding program activities.
Collects, organizes, analyzes, and prepares materials in response to requests for program information.
Provides consultative services and technical assistance, presentations, and training to administrative support staff and other agency stakeholders; provides guidance and training to staff in the development and integration of new methods and procedures; and oversees the implementation of changes to the intake process.
Participates in staff and special meetings regarding the intake process; prepares for such meetings; shares information, identifies concerns and trends, and recommends improvements to resolve problems or enhance operations; and considers ideas and points of view from other staff members.
Plans, assigns, and oversees the work of supervised staff; promotes excellent performance, confidentiality, a positive working environment, and professional development; hires and trains new staff; prepares or oversees the preparation of training and operational manuals; and provides feedback and conducts performance reviews.
Serves as liaison with the Assessment and Placement Program; and serves as liaison or oversees liaison activities with other TJJD programs and community and juvenile justice agencies, including committing courts and county probation departments.
Assists with developing and evaluating budget requests related to the program area.
Monitors outcomes for racial, ethnic, and/or gender disparities and takes action to address identified disparities.
Performs a variety of related duties not listed, to be determined and assigned as needed.
Performs all duties in compliance with agency safety policies and procedures:
- Reports safety hazards and corrects hazards when possible.
- Completes required documentation in the event of an accident/injury within requested time frames.
MINIMUM QUALIFICATIONS
Bachelor’s degree with major course work in management, business, criminal justice – corrections (not law enforcement or police science), psychology, social work, family relations, or a closely related social sciences field. Two (2) years of full-time wage earning experience relating to primary service responsibilities including assessments, development and implementation of individual case plans, case management, development and coordination of services, placement recommendations, referrals of youth, individual counseling, program management, or management/supervision of staff.
Preferred:
- Experience providing services for juveniles in a correctional program or a program dealing with juvenile delinquents.
- One year of supervisory experience.
Experience and Education Substitutions:
- One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis.
- Completed course hours of undergraduate study may substitute for up to four years of experience on a basis of 30 course hours for one year of experience.
- Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience.
- Pro-rated part-time experience may satisfy the experience requirement.
Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution.
