GENERAL DESCRIPTION
Performs advanced (senior-level) technical writing work for the TJJD Executive Office policy division Work involves coordinating the development, publishing, and record-keeping processes for TJJD rules, policies, procedures, and forms; and collaborating with subject matter experts for various programs, operations, and administrative functions.
Develops, reviews, edits, and prepares rules, policies, procedures, and forms for publication on the TJJD intranet and internet sites; notifies staff of policy and procedure changes; facilitates meetings with subject matter experts and other stakeholders to discuss proposed changes to rules, policies, and procedures; provides technical assistance on and recommending changes to scope, format, and content; maintains the agency’s rule review schedule; maintains the record-keeping system for published rules, policies, procedures, forms, and policy-related working papers; serves as the agency’s liaison with the Office of the Secretary of State regarding the submission of proposed and adopted rules to the Texas Register; and uses web development software to convert documents for publication on the agency intranet and internet sites. Assists with special projects requiring technical writing and copyediting expertise and may assist in researching related laws and regulations.
Works as a team member under limited supervision with considerable latitude for the use of initiative and independent judgment. May be required to work in excess of 40 hours per work week and travel occasionally.
ESSENTIAL DUTIES
Composes, reviews, and edits rules, policies, procedures, forms, other technical documents, and justifications for changes to such documents in collaboration with subject matter experts; provides technical assistance on and recommends changes to scope, format, and content; and provides guidance regarding policy development best practices.
Facilitates meetings with subject matter experts and stakeholders as needed to discuss proposed changes to rules, policies, procedures, and forms; prepares for and actively participates in such meetings; recommends improvements to such documents; considers ideas and points of view from other staff members.
Serves as an agency liaison with the Office of the Secretary of State regarding agency rules; prepares preambles to proposed and adopted rulemaking actions; submits proposed and adopted rules to the Texas Register in compliance with applicable state laws; maintains the agency’s rule review schedule.
Coordinates scheduling the publication of policies, procedures, and forms with stakeholders and team members; uses web development software to convert documents for publication on the agency intranet and internet sites.
Maintains the record-keeping system for published rules, policies, procedures, forms, and related working papers in compliance with the agency’s records retention schedule; provides such documents to requestors; and assists with researching and locating specific information within such documents.
Collaborates with team members and other staff in meeting established objectives and goals; shares information, identifies concerns and trends, and recommends improvements to resolve problems or enhance operations.
Monitors outcomes for racial, ethnic, and gender disparities and takes action to address identified disparities.
Performs a variety of related duties not listed, to be determined and assigned as needed.
Performs all duties in compliance with agency safety policies and procedures:
Reports safety hazards and corrects hazards when possible.
Completes required documentation in the event of an accident/injury within requested time frames.
Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.
This position requires to travel up to 10% of the time.
Expected to have an understanding of TJJD's treatment programs for the youth including Texas Model 2.0 and be able to evaluate application of the Model by TJJD staff when visiting/auditing facilities and locations where youth are supervised.
MINIMUM QUALIFICATIONS
High School diploma or equivalent. Eight years of full-time wage-earning experience in writing, proofreading, and editing technical or professional documents, policies, or reports.
PREFERRED QUALIFICATIONS
- Bachelor’s degree with major coursework in English, communications, education, business administration, criminal justice, behavioral science, political science or a related field.
- Technical writing experience involving composition and editing of policies and procedures.
- Experience using web development software such as Dreamweaver.
Experience and Education Substitutions:
- Completed course hours of undergraduate study may be substituted for up to four years of experience on a basis of 30 course hours for one year of experience.
- Experience requirements may be satisfied by the prorated part-time equivalent.
Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be obtained from an accredited educational institution.
