BRIEF POSITION SUMMARY

Performs routine (journey-level) marketing work for the Texas Challenge Academy (TCA). Administers the TCA program application process, schedules and conducts program presentations, maintains contact information, disseminates marketing information and works with the Admission Coordinator to ensure completion of application documents. Work involves coordinating a variety of marketing, outreach, and economic development activities. This position reports directly to the Outreach, Admissions, and Recruiting Coordinator and works under moderate supervision, with limited latitude for the use of initiative and independent judgment.


WORK HOURS: Monday – Friday, 8 hours a day, 40 hours a week; some weekend/night shifts may be required

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Responsible for the TCA program recruitment and application process from applicant prospecting to the Intake process.
  • Identifies and annually recruits at least 200 qualified high-school aged youth (100 per cycle).
  • Maintains contact database and records and establishes contacts to promote the program.
  • Schedules, arranges, and participates in virtual and in-person presentations.
  • Establishes rapport and professional relationships with all potential applicants in order to move them through the application process seamlessly.
  • Prepares demonstration materials for conferences and conventions.
  • Coordinates marketing programs and activities.
  • Disseminates information concerning academy programs and services.
  • Develops, plans, and implements marketing programs.
  • Provides potential applicants and their families with TCA program information to include the Youth Challenge Program’s 8 Core Components.
  • Develops and markets plans to complement statewide marketing goals.
  • Designs and edits promotional materials for marketing effectiveness through various media platforms.
  • Researches and develops strategies and plans that identify marketing opportunities and new project development.
  • Participates in periodic operational, training, and strategic planning sessions.
  • Attends Youth Challenge conferences and marketing seminars.
  • Communicates with other Youth Challenge Marketing Specialists on strategies for achieving recruiting goals.
  • Establishes points of contact for independent school districts, juvenile justice systems and like-missioned Centers of Influences (COI).
  • Attends work regularly and observes approved work hours in accordance with agency and state employee policies and procedures.
  • May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends.
  • Position will require moderate travel and some weekend and holiday work.
  • Performs related work as assigned.
Qualifications


MINIMUM QUALIFICATIONS

EDUCATION:

  • Graduation from a standard senior high school or equivalent required.

EXPERIENCE:

  • Three (3) years of full-time work experience is required. (See substitution)
  • Experience in developing content and managing communications across various social media platforms is required.
  • Experience using Microsoft Office to include Outlook, Word, and Excel is required.

SUBSTITUTION:

  • Graduation from an accredited four-year college or university with major course work in business administration, marketing, communications, or a related field may substitute for the required working experience.
  • A combination of military service and post-secondary education equal to four (4) years may substitute for the required working experience.

PREFERRED QUALIFICATIONS:

  • Graduation from an accredited four-year college or university with major course work in criminal justice, behavioral science, social science, journalism, public relations, advertising, communications, or a related field is preferred.
  • Texas Challenge Academy graduates are preferred.
  • Experience in recruiting, writing, scripting, editing or media relations work is preferred.
  • Experience giving presentations to various sized audiences is preferred.
  • Experience is enforcing standards, policies, and procedures is preferred.
  • Experience working with community outreach, youth development or alternative educational programs is preferred.
  • Experience working in a National Guard Youth Challenge Program is preferred.
  • Experience as a military recruiter is preferred.
  • Ability to effectively communicate (speak, read, and write) in Spanish is preferred.

REGISTRATION, CERTIFICATION OR LICENSURE

  • Valid driver's license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
  • HIPAA, First Aid, and CPR certifications, or the ability to obtain such certification within the first 90 days of employment, is required.

OTHER REQUIREMENTS:

  • Ability to effectively communicate (speak, read, and write) in English is required.
  • Personal financial responsibility is required to facilitate payment for reimbursable training related expenses.
  • The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee’s Form I-9 to confirm work authorization.

  • work effectively with a diverse group of at-risk youth, their parents/guardians, community partners, and stakeholders to achieve the goals of the individual students and the program;
  • work a flexible schedule;
  • follow instructions and directions;
  • attend and participate in mandatory training in local or out of town locations;
  • maintain the highest standards of personal and professional ethical conduct in accordance with established guidelines;
  • travel to recruit and attend special events at least 40%; travel may include overnights;
  • develop marketing strategies;
  • communicate effectively; and
  • work in a military environment.

PHYSICAL/WORKING CONDITIONS

Work is typically performed in a sedentary office setting involving sitting, standing or waking to perform job duties. Work requires extensive use of a personal computer and telephone. This position may periodically require the ability to lift, carry move and/or set up equipment and materials that weigh up to 50 pounds.
