BRIEF POSITION SUMMARY
Performs routine (journey-level) property management work for the 149th Civil Engineer Squadron. Manages and coordinates property operations, maintenance and administrative functions. Performs asset management, space allocation, construction project record maintenance and updates real property records. Reports to the Base Civil Engineer and works under moderate supervision with limited latitude for the use of initiative and independent judgment.
WORK HOURS: Tuesday-Friday, 10 hours a day, 40 hours a week
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
- Negotiates, develops and prepares leases, permits, contracts and other property agreements.
- Plans, schedules and coordinates general maintenance, major repairs and remodeling or construction projects.
- Inspects properties to ensure they are safe and to determine whether repairs or maintenance are needed.
- Maintains records of property agreements and government facilities.
- Catalogs all new property/facility upgrades into the Air Force Civil Engineering System Real Property database.
- Facilitates space optimization and space management decisions.
- Prepares government solicitations for maintenance contractors and construction projects.
- Participates in the selection of contractors.
- Prepares financial statements and periodic reports on the status of various properties, lease expirations and related matters.
- Maintains records, both paper and electronic files of property agreements and project files.
- Performs related work as assigned.
- Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
- May be required to perform duty in support of national emergencies, disasters, and other missions, to include on holidays and weekends.
MINIMIUM QUALIFICATIONS
EDUCATION:
- Graduation from a nationally accredited four-year college or university is required (substitution allowed).
PREFERRED EDUCATION:
- Graduation from a nationally accredited four-year college or university with major course work in business administration or a related field is preferred.
SUBSTITUTION:
- Additional years of experience in real property, property management or asset management may substitute for the required education on a year for year basis.
EXPERIENCE:
- Two years of experience in real property, property management or asset management is required.
- Experience using Microsoft Office (such as Outlook, Word, or Excel) is required.
PREFERRED EXPERIENCE:
- Experience working with federal real property is preferred.
REGISTRATION, CERTIFICATION OR LICENSURE:
- Valid driver's license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
OTHER REQUIREMENTS:
- Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for background investigations.
- The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

PHYSICAL/WORKING CONDITIONS
Work is typically performed in an office setting involving sitting, standing, and walking to perform job duties. Work requires some travel. Incumbent must be able to drive a vehicle to designated locations. Work requires extensive use of a personal computer and telephone. This position may periodically require the ability to lift, carry, move and/or set up equipment and materials that weight up to 25 pounds.
