GENERAL DESCRIPTION :
Under the direction of the Administration and Research Manager, this position performs highly complex or advanced (senior-level) grant development, coordination, and administration work. This position is housed within the Wildlife Division and responsible for administering a wide variety of federal grants including but not limited to the Cooperative Endangered Species Conservation Fund (Endangered Species Act - Traditional and Non-traditional Section 6 Grants),State Wildlife Grants (SWG), and Pittman Robertson grants. Duties include applying and meeting requirements for grants to reimburse the department for eligible expenses. Provides oversight for federal/state cooperative programs which support species conservation, habitat restoration, implementation of the State Wildlife Action Plan, and other activities undertaken by the agency to conserve and enhance the quality and public enjoyment of Texas wildlife resources. Serves as the primary liaison between TPWD and federal partners/sponsors on Section 6 and SWG program issues. Coordinates with other TPWD staff and the U.S. Fish and Wildlife Service to seek review and approval of all ongoing, amended or new federal grants. Works in cooperation with division budget staff, Legal Division, and Financial Resources grants accountants regarding how funds will be distributed between grants or programs. Works under limited to minimal supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division, and Branch rules, regulations and procedures.
Qualifications:
MINIMUM QUALIFICATIONS :
Education :
Graduation from an accredited college or university with a Bachelor's degree in a natural resource science, accounting, or closely related field.
Experience :
Grant Specialist III : Three years of professional experience working in wildlife management and/or with a mixture of project coordination, business administration, working with government agencies and non-governmental organizations.
Grant Specialist IV : Five years of professional experience working in wildlife management and/or with a mixture of project coordination, business administration, working with government agencies and non-governmental organizations.
Licensure :
Must possess or be able to obtain, within 30 days of employment, a valid class "C" Texas driver's license.
NOTE : Retention of position contingent upon obtaining and maintaining required license.
ACCEPTABLE SUBSTITUTIONS :
Experience :
Master's degree in Wildlife Biology, Wildlife Management, wildlife ecology, or closely related field in natural resource management from an accredited college or university may substitute for one year of the required experience.
Ph.D. in Wildlife Biology, Wildlife Management, wildlife ecology, or closely related field in natural resource management from an accredited college or university may substitute for two years of the required experience.
PREFERRED QUALIFICATIONS :
Education :
Graduation from an accredited college or university with a Master's degree in a natural resource science, accounting or a closely related field.
Advanced training in grants management.
Experience :
Seven years of professional experience working in wildlife management or conservation, particularly regarding threatened or endangered species, and/or with a mixture of project coordination, grant management, land conservation, or working with government agencies and NGOs.
KNOWLEDGE, SKILLS AND ABILITIES :
Knowledge of laws and regulations pertaining to grants and/or contract administration.
Knowledge of research processes.
Knowledge of wildlife and wildlife habitat management and issues affecting Texas wildlife including rare, threatened, and endangered species.
Knowledge of business administration principles and practices, including budget management, reports, and contracting.
Knowledge of how to use Cost Principles under Uniform Administrative Standards for federal grants.
Knowledge of the National Environmental Policy Act (NEPA), the National Historic Preservation Act, and Endangered Species Act (ESA).
Knowledge of Habitat Conservation Plans, State Conservation Plans, Conservation Easements, Safe Harbors, and other conservation planning strategies for listed threatened and endangered species.
Skill in grant preparation, development, evaluation, and monitoring.
Skill in report writing and reviewing.
Skill in budget development and monitoring.
Skill in effective verbal and written communication.
Skill in effective interaction with staff at all levels of the department and other State agencies and organizations.
Skill in using MS Word, Excel, and Outlook.
Skill in communicating technical issues to varying groups including TPWD staff, the public, and governmental agencies.
Skill in reviewing, interpreting, summarizing, editing, and preparing grants and reports or technical documents.
Ability to interpret guidelines, policies, procedures, and regulations.

WORKING CONDITIONS :
Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.
Required to work overtime as necessary.
This position is suitable to telework two days per week and the candidate may be allowed to telework with supervisor approval.
Required to travel up to 25% with possible overnight stays.
Must conform to TPWD work rules, safety procedures and dress/grooming standards.
Non-smoking environment in State buildings and vehicles.
