GENERAL DESCRIPTION :

Under the direction of the Assistant Park Superintendent and Park Superintendent, this position performs complex (journey-level) maintenance and construction supervisory work including specialty level maintenance, leadership, and administrative duties at Fort Parker State Park. Serves as the Lead Ranger/Team Lead for field maintenance staff and is responsible for the duties of Additional Duty Safety Officer (ADSO) for the park. Responsible for the proper operation, maintenance, and repair of the water and wastewater systems and ensures regulatory compliance in all utility operations to include completion of required forms and reports as required by the Texas Commission on Environmental Quality (TCEQ) and the Texas Parks and Wildlife Department (TPWD). Conducts water laboratory testing procedures and general maintenance of water facilities. Coordinates and assigns projects and duties to field staff and volunteers. Performs all phases of maintenance to facilities, buildings, grounds, vehicles, and equipment. Operates all types of equipment including power mowers, hand and power tools, tractors, and other gasoline/diesel operated equipment. Responsible for purchasing using a procurement card, purchase orders, requisitions, and bid solicitation. Supervises and trains other park staff and volunteers in all phases of park facilities, equipment, and grounds maintenance procedures. Assists with budgeting and other administrative duties. Assists with Natural and Cultural Resource Management tasks and assists with Interpretive/Education/Outreach activities and special events. This position helps interpret and enforce Park rules and regulations. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


Qualifications:

MINIMUM QUALIFICATIONS :

Education :

Graduation from High School or GED.

Experience :

Three years of facility, equipment, or grounds maintenance experience.

Two years' experience as a supervisor or team leader, which may include oversight of paid staff, volunteers, or alternative workforces.

NOTE : Experience may have occurred concurrently.

Licensure :

Must possess at the time of hire, a valid state driver's license.

Must possess or be able to obtain, within one year of employment, a class "D" Water and Wastewater license issued by the Texas Commission on Environmental Quality (TCEQ).

NOTE : Retention of position contingent upon obtaining and maintaining required licenses and compliance with the Texas Commission on Environmental Quality's (TCEQ) Criminal Conviction Guidelines.

PREFERRED QUALIFICATIONS :

Education :

Vocational training in areas such as: electrical, carpentry, mechanical, or plumbing repairs.

Experience :

Four years of facility, equipment, and grounds maintenance experience;

Two years of experience with water and wastewater facility operation and maintenance;

Experience working with the public;

Experience working with personal computers including Windows operating system; Office Suite-Word, Excel, Outlook; and internet.

KNOWLEDGE, SKILLS AND ABILITIES :

Knowledge of park operations and maintenance practices;

Knowledge of minor construction and repair projects to facilities using skills such as plumbing, electrical, welding and carpentry;

Knowledge of revenue collection and accounting procedures;

Knowledge of purchasing methods and procedures, and budgeting process;

Knowledge of outdoor recreational activities;

Knowledge of natural and cultural resource management techniques and conservation principles;

Knowledge of general custodial duties;

Knowledge of utility plant operations;

Skill in effective verbal and written communication;

Skill in using MS Word, Excel and Outlook;

Skill in use of standard office equipment;

Skill in use of automated computer based registration system;

Skill in effective time management and organization;

Skill in initiating, monitoring and completing complex minor repair projects or construction projects within specified deadlines;

Skill in planning, assigning and/or supervising the work of others;

Skill in meeting deadlines;

Skill in accurately monitoring, testing and maintaining water and wastewater utilities;

Skill in the use of hand and power tools, mowers, trimmers, chain saws, tractors, vehicles, generators and other mechanical/motorized equipment and vehicles;

Ability to accurately complete reports and maintain records in a timely manner;

Ability to conduct work activities in accordance with TPWD safety program.

WORKING CONDITIONS :

Required to work in a public park open seven days a week with day use and overnight camping.

Required to work a 40-hour week that includes various schedules, hours other than 8:00 am to 5:00pm, with days off other than Saturday, Sunday, and holidays.

Required to respond to on-call or emergency situations.

Required to perform manual labor including lifting supplies and materials up to 50 lbs.

Required to work outdoors in all types of weather and rugged terrain as well as in non-climate-controlled buildings.

Required to work in and around natural outdoor pests such as insects, animals, and poisonous plants.

Required to operate a state vehicle.

Required to travel 5% with possible overnight stays.

Must conform to TPWD dress and grooming standards, work rules and safety procedures.

Non-smoking environment in State buildings and vehicles.
