GENERAL DESCRIPTION:

Under the direction of the Recreation Trail Program Manager, this position is responsible for performing advanced (senior-level) consultative services and technical assistance work including program management and technical duties including improving recreational trails in State Parks and implementation of the Texas Recreational Trail Grant Program. Responsibilities include management of state park trails improvement program, including planning and developing state park trail construction projects and developing other implementation and financing strategies to improve recreational trail facilities in state parks. Responsible for activities pertaining to Recreational Trail Grant program administration including application review, inspections, project prioritization, agenda item preparation, contracting, correspondence, project monitoring, preparation of special projects and presentations as necessary. Provides technical assistance and trails and grant training to state and local government agencies, trail organizations and other recreational trail providers. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Performs related duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


Qualifications:

MINIMUM QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Bachelor's degree.

Experience:

Two years experience in trail design, layout, construction, and maintenance;

Two years experience in park and recreation planning, construction management, or grant management.

NOTE: Experience can be done concurrently.

Licensure:

Applicant must possess a valid State driver's license.

NOTE: Retention of position is contingent upon obtaining and maintaining required license.

ACCEPTABLE SUBSTITUTIONS:

Education:

One additional year of experience in trail design, construction and maintenance, park and recreation planning, construction management, or grant management may substitute for 30 hours of the required education, with a maximum substitution of 120 semester hours.

PREFERRED QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Bachelor's degree in Parks, Recreation, Leisure Services, Fisheries, Wildlife or Natural Resource Management or closely related field.

Experience:

Four years experience in trail design, lay out, construction and maintenance;

Two years experience utilizing mechanized equipment to construct recreational trails on public lands.

Federal or state grant experience.

Licensure:

Management Concepts Grants Management Certificate;

National Grant Management Association (NGMA) Certified Grant Management Specialist certification;

A valid class "A" Commercial Texas driver's license.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of directives, function and operation of Federal and/or State trail grant programs;

Knowledge of local, state and federal laws relating to Federal and/or State recreation grant programs;

Knowledge of accepted trail design and construction methods;

Knowledge of design techniques, principles, tools and instruments involved in the production and use of technical plans, blueprints, drawings and models;

Knowledge of environmental clearances and regulatory requirements related to the construction of public recreation facilities;

Knowledge of accepted office procedures and practices;

Knowledge of accepted planning, contracting, construction, grant administration, accounting, and public relations methods;

Skill in using MS Word, Excel and Outlook;

Skill in use of accepted trail design construction techniques utilizing best practice standards;

Skill in the use of GPS equipment and GIS software;

Skill in developing approaches for implementing an idea;

Skill in the safe use, transport and maintenance of mechanized equipment utilized for trail construction;

Skill in providing quality customer service in a courteous and professional manner;

Skill in training others;

Ability to communicate effectively both verbally and in writing including the ability to deliver executive presentations;

Ability to direct the work of others in an effective manner;

Ability to use GPS equipment in field applications;

Ability to use GIS software to achieve cartographic goals;

Ability to work as part of a team to accomplish goals of multiple work groups;

Ability to communicate effectively both verbally and in writing;

Ability to deliver effective training sessions and presentations;

Ability to work harmoniously with other office employees, public officials, and the general public;

Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.;

Ability to conduct work activities in accordance with TPWD safety program.

WORKING CONDITIONS

Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturdays, Sundays and holidays;

Required to work overtime as necessary;

Required to perform work outdoors, occasionally in adverse weather and/or difficult environmental conditions;

Required to perform manual labor including, lifting supplies and materials up to 50 lbs.;

Required to operate a State vehicle;

Subject to random, post-accident and reasonable cause drug testing for the duration of employment;

Required to travel 25% with possible overnight stays;

Non-smoking environment in State buildings and vehicles.
