What You Will Do
The Director of Contract Administration Services (Director I) performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
You Will Be Trusted To
- Develop and establish goals and objectives for accomplishing the agency's contracts.
- Stay abreast of all statutes, rules, and policies relating to procurement and contracting to ensure agency compliance.
- Develop and maintain professional working relationships with major Divisions to ensure a positive and productive environment exists for contracts.
- Oversee the performance of staff against established metrics for measuring productivity and improving contract administration unit functions. May recommend or revise metrics as needed.
- Review and maintain policies and procedures for use by agency contract managers staff, and for agency contracts.
- Identify and advise the department director on process improvements to comply with requirements and increase efficiency.
- Oversee quality assurance of contract development, award, and execution documentation and adherence to TWC policies and procedures.
- Provide direction, guidance, and technical assistance to agency contract managers and agency staff regarding state and TWC contracts policy and procedures.
- Represent PCS at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees, as directed or required by job functions.
- Review and approve management, and productivity related to contracts.
- Ensure staff compliance with agency, Comptroller of Public Accounts, State Auditor's Office, and Legislative Budget Board recommendations, guidelines, procedures, rules, and regulations.
- Plan, develop, and approve schedules, priorities, and standards for achieving goals; and direct evaluation activities for purchasing staff.
- Plan, assign, and supervise the work of others.
- Perform other duties as assigned.
- Five years of full-time experience in the oversight and direction of an agency program; or in strategic planning and policy development and implementation, two years of which must have been in an administrative management or supervisory capacity.
- Relevant academic credits may be applied toward experience qualifications for this position.
- Current certification as both a Certified Texas Contract Developer and a Certified Texas Contract Manager, or ability to obtain within 6 months of hire.
- Three years of work experience in Texas state government related to contracting, including work in the development of requests for proposals, and monitoring contracts.
- Experience managing a team at a state or federal agency.
- Strong communication skills.
- Strong writing skills, specifically in writing policies and procedures. There will be a “sandbox” exercise at the interview.
