Under general supervision, the Procurement Specialist is responsible for the formulation of contracts policies, procedures, methods, operating practices, and performance standards for assigned Business Unit. The Procurement Specialist for the Company is responsible for managing aspects of supply chain project life cycle, including assistance to quality assurance, safety, and project management personnel for scope definition, developing detailed plans and project submittal requirements, tracking, managing, and communicating project schedule status.
Job Duties/Responsibilities
Typical duties include:
- Coordinates with Sr. management to summarize proposals.
- Assists with administration and close out of contracts in accordance with Federal Acquisition Regulations (FAR) and Department of Energy Acquisition Regulations (DEAR), and Project Procedures.
- Assists in preparing subcontract documents incorporating into the scope, terms and conditions, and commercial terms, any changes which have been specified by the responsible parties and routes documents for signature
- Tracks status of all contractual deliverables and ensures delivery are in compliance with contract requirements
- Reviews invoices for correct payment in accordance with contract terms and conditions
- May be located or relocated to the job site to act as a local negotiator and coordinator for any variances from the contract, monitor contractor's compliance to terms of contract, monitor adherence to agree upon schedules and recommend approval of payment to contractor
- Performs duties of general/routine complexity in nature
- Other job-related duties as assigned
Requirements
Education/Experience
- Accredited four (4) year degree or equivalent in applicable field of study
- Six (6) or more years of work-related experience
Skills/Abilities
- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
- Job related technical knowledge necessary to complete the job
- Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
- Understanding of project design, engineering, procurement, material management, construction, commissioning, start up, turn over work processes, sequencing, and interfaces
- Excellent skills in interpersonal relations, conflict resolution, communication, and leadership; possess strong presentation ability to address senior management, client management, and total project personnel with command
- Basic computer and software skills to include the use of word processing, e-mail, spreadsheets, and electronic presentation programs
- Competency in administrative functions related to project and office operations
- Functional proficiency in project controls, human relations, industrial relations, and contract management as it applicable to assigned area of responsibility; possess the capacity to direct those functions as required to support the project execution while typically being well seasoned in most functions as they apply to management of the project
- Demonstrated strong decision making, critical thinking and problem-solving skills with ability to remain calm while taking charge in critical situations
- Ability to resolve problems and to be comfortable in complex project or business environments
- Ability to attend to detail and work in a time-conscious and time-effective manner
