Tactical Procurement Manager

Position Summary
Thales is looking for a Tactical Procurement Manager whose responsible for the execution of the purchase of materials and services in support of the business line requirements with a team of Tactical Buyers and leveraging the shared service center.
In this position, it provides guidance to the Tactical Buyers and to prioritize activities on a regular basis. This position implements appropriate SLAs or KPIs for the Tactical Procurement Team that will meet or exceed the Region expectations and support the Inflyt Experience Business Line.
Key Areas of Responsibility
- Lead a team of Tactical Procurement professionals in the acquisition of material and services for the business line: Manage people processes (objectives setting, check-ins, development, recruitment etc.). Drive the overall performance of his/her team to meet expected service levels and key performance indicators (KPIs). Define and evolve his/her organization as needed and develop the team's tools, methods, capabilities and skills.
- Define and execute the strategy of execution of the purchasing activities and managing the full purchase order life cycle, by leveraging the direct report team, and the team in shared service center in Mexico, as well as external services that may be provided by suppliers where it fits. Advise Thales stakeholders in their choice of suppliers in application of the Thales procurement strategy. Approve purchase orders placed by the team under its responsibility, including "excess/obsolete" orders.
- Manage purchase order cancellations. Verify that the team or self-purchase orders are acknowledged and that the export control documents are completed by the suppliers and attached to the purchase orders. Oversee that the Tactical Buyer team keeps information systems up to date with the latest information and optimal settings, including support for just-in-time deliveries or drawn-out flows as appropriate. Check that his/her team's purchase orders are tracked or accelerated.
- Be the first line of escalation for supplier issues and negotiations. May also need to directly manage certain suppliers and categories purchasing activities.
- Be responsible for the purchasing activities and the team performance compliance to Thales Operating Procedures as defined in Chorus 2.0.
- Apply and enforce Thales' code of ethics and CSR policy within his/her scope of decision-making.
Minimum Qualifications
- Bachelor’s degree with 8-12 years of prior relevant experience or an Advanced degree with 6 years of prior relevant experience.
- Knowledge of management control and the budgeting (MYB:Multi Year Budgeting) process.
- .Knowledge of industrial/supply chain IT system & use of dashboards (analysis, decision support, etc.).
- Communicate a clear vision for his/her team and external interlocutors. He/she is constantly involved in the management.

Special Position Requirements
- Schedule: Core Business Hours, Monday through Friday with flexibility to meet team in different location, may be required to work outside core business hours to meet business needs.

What We Offer
The anticipated TTC range for this role is $99,306.00 – 165,510.00 USD Annual. The Company reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s status protected by local, state, or federal law.
