As we expand our impact across Philadelphia and Montgomery Counties, we seek a Program Specialist to oversee services, ensure regulatory compliance, and advocate for the best interests of the individuals we support.


Position Overview

The Program Specialist is responsible for ensuring that all services provided align with Chapter 6400 regulations and meet the individual needs of the people we serve. This position will oversee program operations across multiple residential locations, advocate for individual needs, and ensure compliance with regulatory requirements. The Program Specialist will work closely with the Residential Director, Direct Support Professionals (DSPs), and House Leads to ensure that homes are operating effectively while maintaining a person-centered approach.

The Program Specialist will also play an integral role in DSP training, participate in audits, and provide coverage for DSP call-outs as needed. Responsibilities may shift based on business needs, industry standards, and agency initiatives.


Essential Duties and Responsibilities

Regulatory Compliance & Program Oversight

  • Ensure compliance with Chapter 6400 regulations across all residential settings.
  • Develop, implement, and monitor Individual Support Plans (ISPs) in collaboration with the interdisciplinary team and ensure timely revisions.
  • Conduct regular audits of residential programs to assess compliance, identify gaps, and implement corrective actions when necessary.
  • Maintain documentation, reports, and records in accordance with state regulations and agency policies.
  • Oversee the implementation of behavioral support plans, risk management protocols, and individualized care plans.
  • Ensure that required assessments are completed accurately and within required timeframes.


Direct Support Professional (DSP) Training and Development

  • Oversee and support the training of DSPs in alignment with the myODP mandatory course requirements, including:
  • Individual Rights
  • Abuse Detection and Prevention
  • Person-Centered Practices
  • Incident Management
  • Modified Medication Administration
  • The Right to Eat Too Many Donuts
  • Self-Determination in Supporting Participants
  • Provide ongoing mentorship, coaching, and retraining as necessary to ensure DSPs are equipped to meet the evolving needs of individuals.
  • Monitor DSP compliance with required training timelines and report completion status to the Residential Director.

House Lead Oversight & Residence Audits

  • Collaborate with House Leads to ensure that residences operate efficiently and are maintained in a safe, clean, and supportive environment.
  • Conduct regular site visits to monitor daily operations, evaluate compliance, and identify areas for improvement.
  • Provide leadership and direction to House Leads to maintain consistent adherence to regulatory and agency expectations.
  • Monitor documentation and reporting from House Leads and provide feedback or corrective action as necessary.

Advocacy & Individual Support

  • Serve as the primary advocate for individuals, ensuring that their preferences, needs, and choices are prioritized.
  • Collaborate with individuals, families, and interdisciplinary teams to address concerns, improve outcomes, and enhance the overall quality of life.
  • Coordinate services and supports to facilitate meaningful community engagement and participation.

Emergency & DSP Call-Out Coverage

  • Provide coverage for DSP shifts in the event of staffing shortages, call-outs, or emergencies.
  • Demonstrate flexibility in scheduling and respond to crisis situations to maintain continuity of care and support.

Business Needs & Industry Initiatives

  • Remain informed of industry changes, best practices, and regulatory updates to ensure The Adolphus Group remains aligned with current standards.
  • Assist in implementing new initiatives and operational improvements to enhance the quality of services provided.
  • Adapt job responsibilities as needed to support the agency’s growth and strategic goals.


Qualifications and Requirements

Education and Experience

  • Bachelor’s Degree in Human Services, Social Work, Psychology, Special Education, or a related field.
  • Minimum of 2 years of experience working directly with individuals with intellectual disabilities and autism.
  • Experience with Chapter 6400 regulations and ODP (Office of Developmental Programs) requirements is preferred.


Required Skills

  • Strong knowledge of person-centered practices and advocacy principles.
  • Exceptional organizational, time management, and problem-solving skills.
  • Ability to manage multiple priorities while maintaining high standards of compliance and service quality.
  • Excellent verbal and written communication skills.
  • Leadership and supervisory experience with the ability to coach and mentor DSPs and House Leads effectively.


Certifications and Clearances

  • Current certifications in First Aid, CPR, and Medication Administration (or ability to obtain certification within 30 days of hire).
  • Valid driver’s license and reliable transportation.
  • Must pass all required background checks in accordance with Pennsylvania regulations.


Work Environment and Schedule

  • Ability to travel between residential sites in Philadelphia and Montgomery Counties.
  • Flexibility in schedule, including evenings, weekends, and on-call availability, to address operational needs and emergencies.
