Position Summary
ACAM is currently seeking a Resiliency Programs Manager with experience in programs including FEMA EFSP, HUD ESG, U.S. Treasury, Public Benefits Access as well as privately funded programs associated with developing the resiliency of individuals and families. Reporting to the Resiliency Programs Director, this role is responsible for the joint planning, coordination, performance tracking, and oversight of ACAM’s resiliency programs. The primary goal of the position is to optimize the collective impact of our shared resilience initiatives.
Essential Job Functions
- Support in the day-to-day operations of Resiliency Programs as they are developed, piloted, implemented, and sunsetted on an ongoing basis based on available resources:Housing Stability programs (e.g., HSS, ESG, EFSP, etc.), Public benefits application assistance, Creating naturalization pathways to citizenship for eligible populations, Other programs subject to funding availability and partner/community interest.
- Vet incoming reports from monthly, quarterly, and yearly for Emergency Solutions Grant (ESG), Emergency Food and Shelter Program (EFSP), Annual Service Data Report (ASDR), Housing Stability Services (HSS) and other homelessness/eviction prevention programs
- Maintain tracking logs for each housing stability program accurately and timely and provide technical assistance.
- Keeps up to date with relevant federal, state, and local regulations to ensure ACAM’s policies and procedures remain in compliance with procurement process for services and tangible equipment.
- Work alongside Resiliency Staff to ensure ACAM fulfills reporting and compliance obligations for all resiliency programs.
- Maintain and updates policies, procedures, protocols, process flows, and performance reports specific to each program to ensure efficiency and standardization across partnering locations.
- Maintains all program deadlines and Continuous Quality Improvement (CQIs) for all housing stability programs
- Monitor subrecipient/vendor reports and HMIS records and ensure compliance with reporting protocols.
- Regularly update the Housing Stability Reports, activity reports & training and CQI attendance logs.
- Use program data to improve ACAM’s various homelessness/eviction prevention programs
- Oversee the Lived Experience Council quarterly meetings.
- Properly procure and complete procurement processes of the resiliency department
- Guarantees full utilization of services to ensure program targets are met or exceeded.
- Co-creates and maintains Standard Operating Procedures and templates for various projects.
- Assists with preparations for external monitoring visits, reviews, and audits, and cross-site evaluations and participate as appropriate.
- Provides ongoing technical assistance and training required for ACAM staff and partners.
- Maintains knowledge of all Resiliency programs (performance indicators) requirements, regulations, and policy guidance to ensure program compliance and successful outcomes.
- Prepare and/or review information and reports for internal and external stakeholders.
- Cross trains internal and external program staff within the Resiliency Department to promote the braided funding model across all ACAM programs to maximize impact.
- Represents the ACAM Network through robust participation in Community Education & Outreach (CommEd) and ensures that program staff documents CommEd activities.
- Participates in ACAM’s annual participation in the Coalition for the Homeless Point in Time (PIT) Homeless Count.
- Provides support for ACAM’s Organizational & Network Development (OND) programs such as the OND Grants program, PACE Program and Resiliency FIRST along including data collection from Partnering Organizations’ such as the Annual Services Data Reports (ASDR).
- Other programmatic and operating duties as assigned.
Education/Training
- Bachelor’s degree from an accredited college or university required
- Master’s degree preferred.
Experience and Qualifications
- Prior work experience in a related role.
- Proficient at collecting and analyzing program data from multiple sources, maintaining contract performance measures and developing dashboards.
- Effective communicator both orally and in writing at a business level; proficiency in presentation to executive level leaders.
- Proven experience with developing multi-layered plans to reach program goals including ongoing assessment of benchmarks, adapting to changes, and reconciliation with overall programmatic goals.
- Strategic thinker with knowledge of general human resource topics (training, recruitment, selection, compliance, employee relations).
- Productive multitasker, efficient time manager, remains calm in stressful situations.
- Results-oriented, self-motivated, and self-directed.
- Proficient in Microsoft products, advanced Excel, able to learn new software. Experience with client tracking management information systems.
- Local travel required.
- Candidates must successfully pass a pre-employment criminal background check.

- Based upon experience
