Job Summary

The HR Specialist functions as an integral part of the Human Resources team by ensuring a professional onboarding experience that continues well past the associates first day of employment. Working with the Director of Human Resources, the HR Specialist will bring the best talent to the team, coordinate the hiring process, contribute to a stellar candidate experience, and drive employer branding initiatives. The HR Specialist will ensure onboarding of all associates is a smooth and meaningful process. This position will also recommend and develop programs and processes to effectively recruit and retain associates.

This function includes but is not limited to interviewing current associates, anticipating associate needs, recommending and implementing appropriate retention initiatives, and supporting an agency culture of continuous development. The HR Specialist will be a consultant to departments and programs as it pertains to recruitment.

Job Functions

Regulatory and Corporate Compliance

  • Ensure records, files, and reports are kept secure and confidential.
  • Responsible for completing internal procedures throughout the entire onboarding process.
  • Ensure compliance with employment laws and regulations. Implement HR policies, procedures, and guidelines as requested. Stay updated on changes in labor laws and advise management on necessary adjustments.

Financial Management

  • Assist with adhering to the department budget.
  • Requesting purchases of human resources supplies.
  • Evaluate fiscal impact of various associate benefits.

Person Centered Services

  • Work collaboratively with others.
  • Respect the individual’s right to privacy and confidentiality by appropriate use of written and verbal communication.

Program Standards/Management

  • Coordinate and participate in the recruitment process, including job postings, reviewing resumes, conducting interviews, and making job offers. Facilitate new associate onboarding by conducting orientations and ensuring necessary paperwork is completed.
  • Once this vetting process is complete, the HR Specialist collaborates with department managers to ensure a smooth and efficient hiring process.
  • Maintain accurate and up-to-date associate records using HR information systems (Ceridian HRIS).
  • Maintain and compile the necessary spreadsheets and databases related to HR data.
  • Serve as back-up for other Human Resources Specialists during absences.
  • Assist with completing employment verification requests.
  • Maintain reference check software.
  • Stay updated on industry trends and best practices related to recruitment and retention.
  • Complete other duties as requested.
  • Ensure the file room is up to date to include purging of necessary files and following retention guidelines.
  • Maintain and coordinate all HR aspects directed by the Human Resources Director and/or Human Resources Manager.
  • The Human Resources Specialist role requires a high level of confidentiality in handling sensitive associate information. This includes maintaining strict confidentiality of associate records, personal data, and any discussions related to personnel matters in accordance with applicable privacy laws.

Physical Plant and Safety

  • Maintain an environment that encourages and facilitates optimal personal development.
  • Identify projects and facility improvements that maintain and/or renovate the properties and provide a safe environment for all associates.

Contact With Others

  • Regular contacts inside and outside of the agency, to include discussion of sensitive subjects and explaining complicated subjects to others.
  • Initiate contact with applicants who have submitted applications or expressed interest in the agency within 24 hours and maintain contact with future candidates.
  • Ensure associate concerns are addressed in a timely and professional manner.
  • Develop and maintain positive relationships with associates and vendors.
  • Ensure that internal and external written and verbal communications regarding the agency are positive and reflect the mission, vision and values.
  • Network with local agencies to develop opportunities for collaboration and brand building.
  • Connect with local high school and colleges to keep them informed of agency hiring needs and to build a talent pipeline using career fairs, clubs, and classroom discussions.
  • Drive employer branding initiatives by effectively communicating the organization's mission, values, and associate value proposition. Collaborate with marketing and communication teams to promote the organization as an employer of choice through various channels, such as social media, career fairs, and professional networks.
  • Attend career fairs and collaborate with stakeholders to understand their recruitment needs and provide tailored solutions.

Talent Management

  • Will ensure job posting and application process is always updated and supports departments as needed through the process.
  • Work cohesively with departments to ensure associate development, engagement and personal needs are met.
  • Contribute to HR initiatives and projects, such as associate engagement surveys, diversity programs, and talent management strategies. Collaborate with cross-functional teams to implement HR initiatives.
  • Partner with hiring managers to identify staffing needs and develop effective recruitment strategies. Conduct interviews with current associates and external candidates, evaluating their qualifications and fit for the organization. Continuously enhance the candidate’s experience to promote the agency’s employer brand.

Additional Functions

  • Serve on various employment related internal and external committees and/or task forces to assist the agency to improve associate recruitment, retention, engagement, and associate benefit satisfaction.
  • Will attend job fairs and social events in regard to recruitment for the agency.

  • Exceptional organizational skills with the ability to manage multiple priorities and meet deadlines. Attention to detail in maintaining accurate records and documentation.
  • Demonstrated integrity, professionalism, and discretion in handling confidential information.
  • The person in this position is adept at using Office (Excel and Word) to provide information that can be used for analysis.
  • The person in this position must be capable of learning new software modules.

Qualifications

  • Associate degree in Human Resources or related field.
  • Three years of related work experience required.
  • Demonstrated experience in conducting interviews, assessing candidate qualifications, and coordinating the onboarding process. Experience with applicant tracking systems and HRIS platforms is beneficial.
  • Excellent verbal and written communication skills. Ability to build rapport and establish collaborative relationships with internal stakeholders, candidates, and external partners.
  • Ability to think strategically and develop innovative solutions to recruitment and retention challenges.
  • May be required to work some evenings/weekends based on needs of the department.
  • Alignment with agency’s mission, vision, and code of ethics.
  • Demonstrate respectfulness, professionalism, effective teamwork and empathy such as active listening.

Additional Qualifications/Requirements

Where position requires driving:

  • Valid driver’s license for the state in which the person resides.
  • Acceptable safe driving record

Where Position Requires Driving Individuals Served By The Agency

  • Motor vehicle with up-to-date inspection, that is registered and insured.
  • Will be required to enroll in LENS (Licensed Event Notification System).

SALARY: $20.34/hour

This is an onsite position. Remote work will not be available.
