What are the responsibilities and job description for the Children's Program Support Specialist – Bright Beginnings Preschool position at The Arc - Jefferson & St. Lawrence?
Position Type/Expected Hours of Work - Monday – Friday: Primarily 8a-430p, 40 Hours a week. Flexible to the needs of the agency.
Qualifications - Associate’s Degree in Office Technologies or related field required. 1-3 years of clerical experience preferred, or a High School diploma with 5 or more years’ experience in Office Technology, Business Management or related field. Strong organizational, computer, and customer service skills.
At least 1 year experience in medical billing required. Experience working in licensed children’s programs preferred.
Work Authorization/Security Clearance – Authorized to work in the United States and pass all background clearances.
Summary/Objective - Responsible for accurate typing of program documents to include correspondence to parents, schools, doctors, and county for all Special Education Evaluations. Responsible for maintaining program records. Responsible for the management of clerical daily duties associated with the parent pay preschool, Universal Pre-K, Preschool Special Education and Early Intervention Programs. Provide support to the Director of Clinical and Children’s Services, Preschool and Special Education Coordinators and Early Childhood Services Case Manager. Responsible for all components of children’s program billing to include DSS, parent pay tuition, CPSE tuition and RSO, UPK and Early Intervention

1. Management and tracking of training requirements required by OCFS, SED, UPK for preschool staff and clinical staff who provide services to children in their ASPIRE Profiles.
2. Manage enrollments and discharges for the preschool programs; special education, parent pay and UPK. Schedule enrollment appointments, complete documentation related to the enrollments and discharges.
3. Track, record and file daily attendance of all children and for billing purposes. Record daily attendance in billing systems to include Kinderconnect and McGuinnes CPSE portal.
4. Responsible for collecting required, district specific, documentation for UPK program.
5. Responsible for inputting various data in the information management systems with emphasis on accuracy and timeliness.
6. Responsible for organizing and maintaining children’s physical and electronic records to meet OCFS regulations.
7. Ensure adequate staffing each day to include, before and aftercare; break coverage.
8. Schedule and set-up onboarding for new preschool staff. Provide specific hands on training as it pertains to OCFS regulations.
9. Complete routine billing for Early Intervention, Department of Social Services, Special Education services, and Universal Pre-K.

Travel - Minimal travel is required between counties for various meetings.
Work Environment - The position operates out of the Bright Beginnings Early Learning Center and may require lifting of children, playing with students on the floor or outside. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
