About the Role
As the Assistant Director of Human Resources in Kansas City, you will play a pivotal role in supporting the organization’s HR operations. You’ll collaborate with program managers, HR team members, and staff across all levels to ensure efficient and effective HR practices. This role requires strong leadership skills and hands-on involvement in day-to-day HR functions while providing onsite supervision to assigned HR team members.

Qualifications
To excel in this role, you’ll need:
- Education: Bachelor’s degree in Human Resources, Human Services, or a related field (or equivalent experience).
- Experience: At least 3 years in HR or a related field, with previous supervisory experience required.
- Certifications: HRCI or SHRM certification strongly preferred.

Definition
The Assistant Director of Human Resources – Kansas City, is a skilled professional knowledgeable in human resources best practices and procedures. This position collaborates with programs management, the human resources team, and staff at all levels. They are is responsible for the day-to-day operations of Kansas City human resources functions, ensuring necessary processes are in place to ensure maximum efficiency and quality. This position provides onsite supervision and guidance to assigned HR team members. This position is a salaried, exempt position.

Personnel Management |
Provides supervision, management and oversight for HR positions in the Kansas City, Joplin and Monett Divisions. In the absence of a staff member in these positions, HR Manager will assume that particular role. |
Sets up and maintains general control methods, records, and files as required for an effective personnel function. |

Assists in keeping employees informed of all changes in personnel policies, counsels with employees on and management on personnel policies and personnel problems. |

Program Oversight, Design and Development |
Actively involved in applicant sourcing and recruiting including onsite recruitment activities, managing requisitions on ATS and other sources. |
Directs employment activities, assuring that properly qualified employees are recruited and hired for positions in The Arc of the Ozarks. |

Reviews applications, following up with appropriate candidates, conducts interviews, scheduling 2nd interviews as appropriate, makes job offers, conducts background checks and drug screenings. Maintaining all appropriate documentation. |

Maintains effective public relations status with the various civic, welfare, and local business organizations in the community. |
|
Quality Assurance and Legal Compliance |
Ensures compliance with all federal and state labor laws and regulations. |
Partners with employees and management to communicate various human resources policies, procedures, laws, standards and other government regulations. |

Conducts research into personnel law, programs, and activities, in order to make recommendations for changes and innovations when appropriate. |
|
Leadership, Coaching and Communication |
Coaches management staff on leadership and management best practices in alignment with The Arc’s mission and values. |
Models and promotes positive and cooperative interactions with all levels of the organization. Establishes trust and rapport with employees and management at all levels. |
|
Coaches management staff on the appropriate follow-up on personnel matters, and when appropriate, provides guidance on disciplinary procedures consistent with agency policy and practice. |
|
Reviews and/or approves all disciplinary actions, making the appropriate revisions. Conducts investigations on concerns. Provides appropriate recommendations and resolution. |
|
Human Resource Operations |
Reports, maintains and monitors workers compensation claims. Appropriately communicates with employee, supervisor, and/or insurance carrier as needed. |
Maintains accurate and complete employee personnel files. Maintains HRIS employee transactions, compiles reports as appropriate. |
|
Conducts new employee orientation. May teach designated training classes including but not limited to CPR/First Aid. |
|
Knowledge of benefits administration. Works closely with Benefits Specialist to manage benefits enrollments and employee leave programs. |
|
Provides exceptional customer service and communication to employees at all levels and stakeholders. |
|
Reviews unemployment activity. Ensures proper claims response. |
Required Knowledge, Skills, and Abilities |
Ability to exercise proper judgment, discretion, and confidentiality.
Ability to use Microsoft suite, HRIS and other relevant systems effectively.
Ability to work varied and flexible hours, accept and adapt to changes in assignments, methods, and policies, etc.
Ability to communicate effectively. Excellent conflict resolution skills.
Licensed and insured driver. Ability to travel within the state of Missouri to other The Arc of the Ozark’s locations on an infrequent basis. |
Minimum Experience and Training Qualifications |
Bachelor's degree human resources, human services, or other related field preferred. At least three years of experience in a human resources or human service related area required.
Credit hours and or work experience may be substituted for a four-year college degree.
HRCI or SHRM certification strongly preferred. Previous supervisory experience required. |
