Job Description: Transportation Director
Full-Time – Exempt Position
FUNCTIONS:
The Transportation Director must be a strong team player, working collaboratively across departments, staff, and external partners to ensure seamless coordination and effective service delivery.
The Transportation Director is responsible for overseeing all aspects of The Arc of the St. Johns' transportation services to ensure safe, efficient, and compliant operations. This role involves managing transportation funding contracts, coordinating with external providers, planning for growth, optimizing routes, and addressing challenges with a solution-based approach. The Transportation Director will work across departments to ensure adequate driver staffing and the continued expansion of services while maintaining compliance with state and federal regulations.
Transportation services coordinate transportation needs to several facilities and schools encompassing all of the St. Johns County region and Jacksonville. Clients requiring transportation come from a variety of living arrangements, including group homes, community living, and family homes.
Key Responsibilities:
Transportation Management & Coordination
- Oversee the scheduling, routing, and coordination of all transportation services.
- Develop and implement strategies to improve transportation efficiency and accessibility for all clients, including those with behavioral challenges.
- Coordinate with outside transportation providers to ensure coverage for all clients served- authorization coordination.
- Coordinate fleet usage and systems outside of program transport (i.e. staff check outs, medical appointments, client outings).
- Make decisions on hiring, deployment and retention of staff in coordination with the Human Resource Director.
Funding & Compliance
- Maintain and oversee transportation funding contracts, ensuring compliance with all regulatory requirements.
- Develop and pursue additional funding sources as needed to support and expand transportation services.
- Ensure the timely renewal of vehicle registrations, insurance, and necessary permits.
- Track and report on transportation performance metrics, including compliance with payor requirements.
- Coordinate with department directors to ensure timely and accurate billing of transportation services.
Fleet & Safety Oversight
- Manage a fleet of 60 vehicles, ensuring they meet safety and maintenance standards.
- Oversee GPS tracking systems for speed monitoring, out-of-zone alerts, client safety, and driver compliance.
- In coordination with the maintenance director, establish and implement a preventive maintenance program to ensure vehicle longevity and safety.
- Conduct and oversee regular vehicle safety inspections and implement necessary corrective actions.
Staffing & Training
- Coordinate with department heads to ensure appropriate driver staffing levels to meet demand.
- Develop and oversee orientation and on-going training programs for drivers, including wheelchair securement, lift operations, and defensive driving.
- Ensure driver compliance with MVR (Motor Vehicle Record) checks, licensing, and insurance eligibility.
- Implement a system for monitoring driver performance and responding to any safety concerns.
Strategic Planning & Problem Solving
- Address transportation challenges with a solution-based perspective, researching and implementing the safest and most efficient transport solutions for clients.
- Plan for transportation growth, including route expansions, driver hiring, and vehicle acquisitions.
- Work collaboratively with internal teams to ensure all transportation needs are met and that clients receive timely and appropriate service.
Additional Functions and Responsibilities:
- Review and approve driver timesheets weekly.
- Track fuel consumption and optimize fuel efficiency for cost-effective operations.
- Serve as a liaison with the auto insurance provider, ensuring compliance with coverage requirements.
- Respond to “How’s My Driving” reports and address issues promptly.
- Oversee the department’s budget, working closely with the finance team to ensure fiscal responsibility.
- Develop and maintain strong relationships with families and caregivers to assess and meet transportation needs effectively.
Qualifications
Minimum Qualifications:
- High School Diploma required; Bachelor’s degree in Logistics, Business Administration, or a related field preferred.
- Minimum of 3-5 years of experience in transportation management or fleet operations.
- Knowledge of vehicle maintenance, operations, and safety regulations.
- Valid Florida Driver’s License with a safe driving record.
- Ability to pass a Level 2 background screening.
- Proficiency in Microsoft Excel and Word.
- Strong organizational, problem-solving, and leadership skills.
Preferred Qualifications:
- Certification in transportation management or logistics.
- Experience managing transportation contracts and securing funding sources.
- Knowledge of Medicaid and other transportation-related funding sources.
- Prior experience in a non-profit or healthcare setting.
- Experience working with individuals with disabilities is a plus.
