People Project Manager, Birmingham Choice Neighborhood Initiative (CNI)

POSITION BACKGROUND:
The Housing Authority of the Birmingham District (HABD) has been funded by HUD to facilitate the holistic revitalization of one of Birmingham’s most distressed neighborhoods, Smithfield Court. As part of the requirement of the CNI Grant, the housing authority is implementing a strategy that will aid and support all the residents of the 451-unit community in the achievement of their life goals and wholistic wellness.
The Ascent Project (TAP) has been designated as the organization responsible for the development and implementation of the Birmingham CNI ``People Strategy”. To this end, TAP has created a staffing structure that is led by a CNI People Project Manager.
Work of the TAP team is specifically centered around providing, recording, and measuring the following strength-based intensive support:
- Personal plan development and implementation
- Basic motivation and life skills counseling
- Educational enhancement and attainment
- Career readiness and entrance, leading to increased incomes
- Services and resources that result in improved health and wellness
- Enhancing awareness of community and family responsibility.
POSITION SUMMARY: The Ascent Project is seeking a CNI People Project Manager to be responsible for the ongoing development and implementation of the CNI People Strategy to include, but not limited to:
- Management of the HUD CNI 9-year project, $8.5 million budget, and data related to 576 affected residents of Smithfield Court in Birmingham
- Management of a staff of 7 professionals in the implementation of the HUD-approved community and resident support delivery model
- Engagement and cultivation of various community partners
- Operating systems, procedures, required reporting and evaluation, as required by HUD, in keeping with the approved CNI Plan.
The successful candidate will also be an innovative and creative thinker, with proven problem-solving. and analytical skills, adaptable and flexible, with the ability to build and contribute to an effective team.
SPECIFIC DUTIES & RESPONSIBILITIES:
- Effectively revise and maintain the CNI People Plan and 9-year Grant budget using HUD approved processes.
- Interpret and adapt CNI grant guidance, regulations, and policies when necessary.
- Provide excellent day-to-day supervision and guidance to the 7-person team of Family Support Coordinators, to ensure effective provision of services as detailed in the People Plan.
- Cultivate and build collaborative working relationships with residents of the Smithfield Court community, CNI leadership and wider neighborhood residents.
- Maintain and expand relationships with stakeholders, partners, and service providers, including creating, updating and expansion of MOUs.
- Efficiently direct, manage, implement, and evaluate delivery of the CNI service delivery model as approved by HUD.
- Provide periodic reports: monthly, quarterly, and annually as required by HUD and HABD.
- Review and approve invoices for payment, ensuring compliance with grant requirements.
- Monitor and track committed grant leverage dollars, services and resources committed by service providers and community partners.
- Analyze data from comprehensive reports to enhance existing partnerships and procure new and necessary service provider relationships.
- Perform other duties as assigned.
EDUCATION, EXPERIENCE, & SKILLSET:
Education
Minimum: Bachelor’s degree in: Project Management, Social Work, Public Administration, Community Development, or other Social Science field.
Preferred:Master’s degree in: Project Management, Social Work, Public Administration, or other Social Science field.
Experience:
Five (5) years of experience managing complex social delivery projects.
Five (5) years or more in supervision of case management staff and services including intake, assessments, service plans, coaching and counseling, and evaluation of services.
Eight (8) years of human services experience, aiding individuals and groups with issues related to life skills, employment, mental and physical health, education, training, and aging.

- Demonstrated leadership skills in the implementation of community engagement program(s)/strategy.
- Ability to develop consensus and support for the implementation of community engagement goals.
- Strong interpersonal skills with ability to establish and maintain effective relationships, across diverse groups of internal and external customers, partners, and stakeholders.
- Ability to multi-task, prioritize and manage a wide array of tasks and projects with strong attention to detail and accuracy.
- Excellent communication skills across diverse audiences and occasions.
- Excellent skills in use of relevant software applications including Microsoft Word, Excel, PowerPoint, and social data tracking applications.
- Willingness to work flexible hours in response to the demands of the position.
- Possess vehicle, appropriate auto insurance coverage, and a clean driving record.
