Transportation Planner

The Balmoral Group is seeking a motivated Transportation Planner to support Engineering, Planning, Project Development & Environment (PD&E), Resiliency, and Project Delivery for our Firm. This will require the successful candidate to have an ability to connect dots that may not be obvious while delivering high quality and challenging work.
The Transportation Planner will work as part of a multi-disciplinary team with the Planning/PD&E, Water Resources, and Roadway teams, with an emphasis on transportation agencies work with Florida Department of Transportation (FDOT), Central Florida Expressway Authority (CFX), Florida’s Turnpike Enterprise (FTE), Water Management Districts and Local/State Governments.
Position Responsibilities:
- Assist Lead Planner, Project Managers, and Engineers with PD&E projects for FDOT, FTE and CFX.
- Understand requirements for National Environmental Policy Act (NEPA) projects.
- Prepare, track, and follow detailed project schedules.
- Conduct studies, gather data, and analyze transportation systems to identify problems and opportunities for improvement.
- Prepare documents consistent with NEPA and the FDOT PD&E Manual, including: Natural Resource Effects Evaluation (NRE), Sociocultural Effects Evaluation (SCE), Technical Memorandum, Preliminary Engineering Report (PER), etc.
- Utilize Technical Writing Format for Reports and Memorandum, including Tables, Graphs, Exhibits, Figures, for a number of specialty topics related to the position.
- Participate in Public Engagements and Activities for Projects.
- Perform engineering and environmental analysis and technical reviews, while considering environmental impacts.
- Assist in permitting efforts for design teams.
- Prepare agendas and attend meetings with Balmoral team members, agencies, partner firms, etc. Take accurate and concise meeting minutes.
- Perform research for PD&E, Design, and other projects.
- Enter project information and deliverables into the Statewide Environmental Project Tracker (SWEPT)
- Create Maps and Exhibits using a variety of GIS programs.
Basic Qualifications:
- A Bachelor's degree in a related field and at least 5 years of experience.
- A Master’s degree is preferred.
- American Institute of Certified Planners (AICP) Certification preferred.
- Concise and effective verbal and written communication skills.
- Ability to work independently or in a team environment.
- Positive attitude with eagerness to participate in a dynamic work environment.
Preferred Qualifications:
- Knowledge of Transportation Planning Organizations (TPO’s), Regional Planning Agencies, Long-Range Transportation Plans, Comprehensive Plans, Transportation Improvement Plans, Capital Improvement Plans, and Florida Statutes.
- Knowledge of the DOT, transportation or related project development, National Environmental Policy Act (NEPA) and linking planning and environmental review processes.
- Experience working with or for transportation or government agencies.
- Familiar with the standards of the PD&E Manual, Florida Design Manual (FDM), Florida Department of Transportation (FDOT) Permitting Handbook, and American Association of State Highway Transportation Officials (AASHTO) Guidelines.
- Ability to use computer programs including database and GIS systems.
- Ability to collect, evaluate and interpret data.
- Experienced in MS Office Products.
- Experience with SWEPT is preferred.
- Knowledge of Florida Land Use Cover Classification System (FLUCCS)
