Description

The Bay Area Air District (Air District) is a regional government agency, committed to achieving clean air to protect the public's health and the environment. The Air District accomplishes this goal through regulation of industrial facilities and various outreach and incentive programs designed to encourage clean air choices.

The Air District's jurisdiction encompasses all of seven counties - Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others - southwestern Solano and southern Sonoma.

The Air District is currently accepting applications for the position of Air Quality Technician I / II for the Engineering Division. This is an open recruitment for one (1) full-time, represented position.

The Engineering Division administers the permitting program for equipment and operations that emit air pollutants in the Air District's jurisdiction and provides technical support to internal and external entities with issues related to permitting and permitted facilities.

About the Position :

Beyond specific permitting work, some of the important programs and projects in which the Engineering Division are actively engaged include but not limited to :

  • Verification of emissions inventories
  • Database development & testing, including user interfaces
  • Data management
  • Emissions modeling
  • General technical support of Air District programs

A person in this position will perform a variety of duties in support of Engineering Division programs. Duties include but are not limited to processing routine permit applications, handling permit renewal tasks, records management, data validation & entry, coordinating public notices, generating reports, and customer service.

DISTINGUISHING CHARACTERISTICS

Air Quality Technician I is the entry level in this technical classification. Initially under close supervision, incumbents will provide administrative and some technical support to staff in areas of air quality program activities. As technical knowledge and experience are gained, there is greater independence of action within established guidelines and procedures. This class is alternately staffed with Air Quality Technician II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher level class.

Air Quality Technician II is the journey level classification in this technical series, fully proficient to perform a wide range of air quality program activities. The work of this class involves the administration of existing air quality program activities within established guidelines and procedures.

Examples of Duties for this Position

EXAMPLES OF DUTIES (Illustrative Only)

Receives, logs, reviews, evaluates meteorological data from District air monitoring network, telemetry system and other agencies in accordance with established procedures and in compliance with regulations.

Responds orally and in writing to procedural, regulatory and some limited technical questions and requests regarding specific air quality programs to District staff, industry, the public and other agencies.

Reviews and verifies data entry for specified air quality programs; corrects or provides for the correction of errors to assure the quality and validity of data entered into and extracted from data bases.

Receives, logs and answers telephone calls and visitors with questions about specific air quality programs.

Receives, logs, reviews, processes, evaluates air quality program surveys, reports, and applications in accordance with established procedures and in compliance with regulations.

Coordinate, monitor and follow up on the processing of rules being adopted or amended.

Schedule, attend, and take notes at public workshops.

Develops and maintains a master database of names and addresses for mailing lists.

Uses standard statistical methods and established computer programs to prepare summary statistics and special reports, including graphic presentations.

Composes correspondence independently; establishes and maintains detailed records and files; researches and compiles information from office files and other sources.

Compiles data and prepares periodic and special reports.

Minimum Qualifications

Education and Experience :

A typical way to obtain the knowledge and skills is :

Air Quality T echnician I : Equivalent to an associate degree in planning, environmental science, transportation, meteorology, computer science, mathematics or closely related field, and one year of experience in office, program or administrative support experience which involved technical data entry and report writing, or in technical and administrative support work to research activities.

Air Quality T echnician II : In addition to the above, two years of experience in the administrative and technical processing of air quality programs.

Substitution : Any combination of relevant training and work experience in the listed or related fields may substitute for the education criteria on a year for year basis.

Knowledge of :

Policies and procedures of assigned technical programs.

Basic principles, methods and techniques of research, data analysis and statistics.

Business arithmetic, including percentages and decimals.

Correct English usage, including spelling, grammar and punctuation.

Basic business and data processing principles and the use of word processing and personal computer equipment.

Record-keeping principles and procedures.

Applicable district, state and federal laws, rules and regulations.

Skill in :

Organizing, coordinating and prioritizing work activities while meeting crucial deadlines.

Learning, understanding and applying technical rules and regulations.

Maintaining accurate records and organizing, researching and maintaining office files.

Applying standard statistical methods.

Ability to communicate effectively, orally and in writing.

Preparing clear and concise reports, data summaries and other written and graphic documents.

Using initiative and sound independent judgment within established guidelines.

Operating standard office equipment, including a word processor or personal computer.

Establishing and maintaining effective working relationships with those contacted in the course of the work
