The Air District is conducting an open recruitment for the position of Supervising Staff Specialist in the Community Investments Office. This is a full-time, represented position for one (1) vacancy.

COMMUNITY INVESTMENTS OFFICE

The Community Investments Office represents a transformative approach to community investment, ensuring that financial resources-particularly those derived from the Community Benefits Penalty Funds Policy-are reinvested into meaningful, community-driven solutions. By turning penalties into progress, the office helps mitigates harm caused by polluters and fosters funding opportunities that enhance public health, environmental quality, economic opportunity, and community well-being. Through transparent decision-making, the office builds trust, promotes collaboration, and delivers measurable outcomes aligned with community priorities.

WHAT YOU'LL DO :

Under direction of the Community Investments Officer, the Supervising Staff Specialist will :

  • Lead initiatives related to fund administration
  • Support work to establish guidelines for equitable fund distribution
  • Lead community engagement plan implementation initiatives
  • Work with community-based organizations on investments strategies
  • Lead annual impact reporting activities

About the Position

The promotes and fosters an inclusive work environment. In addition to supervising staff the Supervising Staff Specialist's (Community Investments Office ) key duties typically include developing and implementing strategies, policies, trainings and programs that support the Community Investments Office goals and the Air District's Strategic Plan. They will ensure investments are aligned with community needs, by engaging local leaders, community-based organizations, businesses, and community members. They also build and maintain relationships with community organizations in support of fund reinvestment related programs and initiatives. Serving as a resource and advisor to leadership and staff on Community Investments matters, they provide guidance on best practices and emerging trends in the field.

Under direction, supervises the staff and activities for assigned programs in the areas of incentives, contracts, business services, finance, budget, and facility management; and performs related work as assigned.

Distinguishing Characteristics

This is the supervisory level in the Staff Specialist series. This class provides both supervision and professional services in support of the District's goals and objectives. Incumbents are responsible for supervising the work of assigned staff. This class is distinguished from manager levels in that the latter have overall management responsibility for assigned programs and staff.

Organizes, assigns, supervises, reviews, trains and evaluates the work of professional, technical and support staff; recommends staff assignment and provides for staff training and development.

Collaborates with management teams on workforce and succession planning strategies.

Designs, develops and implements programs to boost employee engagement and enrich organizational culture.

Plans, coordinates, and conducts a variety of difficult and highly sensitive Community Investments Office assignments; directs, reviews, and trains for the Community Investments Office function and staff; monitors workflow and reviews work products, methods, and procedures.

Supervises staff in research, administrative and technical activities necessary to achieve program objectives.

Supervises the development of policies, procedures, manuals and forms; analyzes issues, prepares reports and recommendations.

Reviews, analyzes, and administers a variety of contracts, and other agreements in support of Air District activities; monitors expenditures and charges against agreements; prepares fiscal status reports for management; advises contractors and management regarding issues involving contract administration and interpretation; and prepares cost analyses.

Supervises preparation of Requests for Proposal (RFPs) and Requests for Quotations (RFQs); prepares contract documents and other agreements using standard Air District procedures; and reviews and negotiates contract terms and conditions.

Coordinates and facilitates workshops, meetings, and trainings on the technical application and interpretation of District programs; makes presentations and develops supporting technical materials.

Maintains electronic databases and program records.

Oversees the preparation and response to correspondence directed toward public and private organizations relative to programs; responds to oral and written requests for information about programs.

Explains and interprets technical policies, rules and regulations regarding programs; gathers and prepares background information.

Leads and performs the most complex and highly specialized projects and assignments related to the areas of Community Investments Office management.

Plans, coordinates, and conducts a variety of difficult and highly sensitive Community Investments Office assignments; directs, reviews, and trains for the Community Investments Office function and staff; monitors workflow and reviews work products, methods, and procedures.

Prepares Community Investments Office related Board / Committee agenda items; develops and prepares presentation materials; serves as subject matter resource at Board / Committee and presents agenda item to the Board / Committee as assigned.

Assists the management staff in the formulation of policy, goals and objectives, and the annual budget for the Community Investments Office.

Performs other duties as assigned.

Minimum Qualifications

Education and Experience :

A typical way to obtain the knowledge and skills is :

Equivalent to a Bachelor's degree and four years of professional analytical experience, including developing and administering programs.

    Selection Criteria
