Summary of Duties:
The Common Services Program is responsible for the effective and efficient management and operations of the mission through the provision of high quality common services to the Government of Canada's international network of missions.
Under the direction of the Senior Technical Project Manager,the incumbent of theCommon Services Officer - Real Propertyposition delivers the following core and occasional services at the Embassy and Official Residence of Canada: Real Property, Property Maintenance, Material Management, Contracting and Procurement, Accounting and Finance, and Common Services Program Support.
More specifically, theCommon Services Officer - Real Propertyincumbent:
- Manages large and small-scale property projects and contracts.
- Plans, recommends, and manages the development of major work programs.
- Provides technical guidance and recommendations to internal clients and advice to management related to service delivery, and develops and recommends improvements or courses of action to management to improve effectiveness, efficiency, and cost-effectiveness of processes and services.
- Drafts various documents, correspondence, reports, presentations, briefings, and other materials, and maintains and reviews data and statistics related to the area of responsibility, in accordance with the classification of documentation policy.
- Prepares and submits documents for approval and signature according to procedures.
- Supports the planning in the area(s) of responsibility and the associated development of operational goals, objectives and policies, as well as solutions to business line requirements.
- Reviews and contributes to the development and management of the budget for area(s) of responsibility; forecasts expenditures and other resource requirements; continually monitors budget; and assists in the negotiation of contracts.
- Conducts research, evaluates issues, and analyses information from multiple sources that may affect services provided and produces complete and accurate reporting (graphs, data, charts, etc.) for interpretation and analysis by management.
- Establishes and maintains a network of contacts, service providers, suppliers, organizations and agencies, and local industries to exchange information on local policies, regulations, administrative procedures, trends, and developments that may affect service delivery, and to liaise on issues related to service delivery. May act as a senior point of contact for service providers and suppliers.
- Coordinates and monitors responses to inquiries regarding standard files/services, responds to non-routine inquiries, resolves issues, and brings complaints to the attention of the manager when required.
- Monitors and works to increase efficient, sensitive, tactful, timely, and accurate service to clients and may provide training and guidance to staff and colleagues at the mission.

ESSENTIAL QUALIFICATIONS
Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience. Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.

Education:
Candidates will be required to provide proof of the completion of their education.
- A degree from an accredited college or university in business administration, project management, architecture, engineering, interior design, or a related field.
or
- A combination of training and a minimum of five (5) years of recent* experience performing similar duties.
*Recent experience is defined as within the past ten (10) years.
Language:
- An advanced proficiency level (reading, writing, comprehension, and speaking) in English.
Experience:
- A minimum of three (3) years of recent full time work experience in managing projects, and/or contracts, and/or budgets, and/or property/real estate, and/or interior design.
- A minimum of three (3) years of recent full time work experience providing client services.
*Recent experience is defined as within the past 5 years.
RATED REQUIREMENTS
The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities, and competencies. Methods of assessment for rated requirements may include but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations, and/or psychometric assessment.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.
- Ability to communicate effectively in French orally and in writing.
- Ability to read and understand engineering and/or construction drawings.
- Ability to work with design, modeling, and visualization software such as AutoCAD.
- Professional credentials or accreditation in sustainable design, construction, and operations standards or certifications including, but not limited to, systems such as LEED, BOMA BEST, TRUE, and Fitwel. The Embassy reserves the right to reject any certifications that it does not recognize.
- A diploma or degree from an accredited college or university with a specialization in green building design, construction, and/or operations and maintenance. The courses for the specialization must have been taken at the accredited college or university, but not necessarily within a degree program in the required specialization.
Operational Requirements:
- The normal hours of work for this position are in accordance with Locally-Engaged Staff regulations of 37.5 hours per week.
- Willingness and ability to work a combination of at the office and from home as required.
- Willingness and ability to work occasional overtime outside normal working hours (e.g. early mornings, evenings, and weekends), and potentially on short notice.
- Willingness and ability to work on certain American statutory holidays. The Embassy observes a combination of American and Canadian statutory holidays.
