GENERAL SUMMARY

The EARLY INTERVENTION SPECIALIST-Entry Level (EL) will provide direct services for babies and toddlers, birth to age 36 months and complete the associated documentation for the consumer and program.

ESSENTIAL DUTIES & RESPONSIBILITIES

Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation. · Complies with and participates in Quality Assurance and Quality Improvement processes.

· Ensures clinical documentation is submitted in accordance with Center standards and meets all designated requirements.

· Links and refers families/caregivers to appropriate services (internal and/or external) as indicated.

· Must review the ECI program internal job task requirements for all required activities as an EIS.

· Provides Specialized Skills Training (SST) for babies, toddlers and families; developmental assessments and develops the IFSP treatment plan for child and family consumers in their natural environments.

· Performs other duties as assigned.

MINIMUM ENTRANCE QUALIFICATIONS

Education and Experience

Texas Administrative Code (TAC) Title 26 Part 1, Chapter 350, Early Childhood Intervention Services Rule 350.313

· Be registered with ECI-HHSC state office as an EIS.

OR

Hold a bachelor’s or graduate degree from an accredited university with a specialization in:

Early childhood development; Early care and early childhood; Early childhood special education; or Human Development and Family Studies.

OR

Hold a bachelor’s or graduate degree from an accredited university in a field related to Early Childhood Intervention AND transcripts of degree coursework must reflect successful completion of at least nine (9) semester course credit hours relevant to early childhood intervention and three (3) semester course credit hours that focus on Early Childhood Development or Early Childhood Special Education. Related fields include Psychology, Social Work, Counseling, Special Education (without early childhood emphasis) or Sociology.

OR

Hold a bachelor’s or graduate degree from an accredited university in a field unrelated to early childhood intervention. For fields unrelated to early childhood intervention, transcripts of degree coursework must reflect successful completion of at least fifteen (15) semester course credit hours relevant to early childhood intervention and three (3) semester course credit hours that focus on early childhood.

OR

Hold a bachelor’s or graduate degree from an accredited university with three (3) years of experience within the last ten (10) years working for an Individuals with Disabilities Education Act, Part C program in the United States or a United States territory providing special instruction, to infants and toddlers with developmental delays or disabilities and their families.

If an EIS has not completed three (3) of the required hours of semester course credit relevant to Early Childhood Intervention provided in the previous paragraph, the EIS must complete forty (40) clock hours of continuing education that is relevant to early childhood intervention within three (3) years prior to employment as an EIS.

· Must be able to be credentialed with ECI-HHSC.

· Speech and Language Assistants (SLA’s) will be considered for the Early Intervention Specialist/EIS-EL position if they meet the coursework requirements above.

Licenses or Certifications

· Driver’s License

· First Aid/Infant CPR

Other Requirements

· The contractor must complete a fingerprint-based criminal background check on every new hire, volunteer, or any other person who will be working under the auspices of the contractor, before the person has direct contact with children or families, including employees who have had a fingerprint-based check as a requirement of their professional licensure.

· Must be eligible to register and successfully complete the EIS fully qualified professional credential with ECI-HHSC State office within one year of hire an and have no ethical violations recorded with the State office credentialing database.

· Must maintain a valid driver’s license and automobile insurance coverage, be able to travel as needed, and be able to meet on a consistent basis the driving record requirements of the Company’s auto insurance carrier if you drive your vehicle during company business.

· Must maintain required and mandatory training requirements to ensure compliance with all State regulations and CHCS policies.

· Must adhere to all agency, community and facility policies in regard to harassment, discrimination, dress code and conduct.

PREFERRED QUALIFICATIONS

· Bilingual (English/Spanish) preferred. Language Proficiency Pay (LPP) payments are subject to successful testing, certification by CHCS Payroll, and availability of funding. Funding may be renewed in subsequent fiscal years but is not guaranteed.

SUPERVISION

· Job has no responsibility for the direction or supervision of others.

PHYSICAL DEMANDS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

· The position involves light physical demands, such as exerting/lifting to 12 lbs. of force occasionally, and/or lifting up to 40 lbs. of force frequently, and/or a negligible amount of force constantly to move babies and toddlers.

· Must have adequate mobility that requires frequent walking, standing, bending, stooping, kneeling, reaching (vertical and horizontal), climbing stairs (apartment/homes/offices), sitting on floors and getting up from floors, using fingers, hands, feet, legs and torso in various care scenarios.

· The employee must be able to occasionally transfer a baby or toddler from the family home floor to the couch; stroller or highchair and/or from the floor at the daycare to an infant or toddler seat or crib in the daycare classroom.
