POSITION SUMMARY
This position directs the development and implementation of relevant policy that governs activity across the Public Housing, RAD, PBRA, and Mixed Income portfolios. The Director works to ensure that the Admissions and Continued Occupancy Policy (ACOP) is developed, approved, and implemented in accordance with CHA strategic goals and plans, HUD regulations, and MTW policies. They also ensure that RAD program policy is administered as outlined in Section 18 of the Administrative Plan.
DUTIES AND RESPONSIBILITIES
Directs a broad range of policy related activities, including but not limited to:
· Oversee the development, approval and implementation of the Admissions and Continued Occupancy Policy (ACOP) in consultation with the Chief Property Officer and other staff.
· Works directly with team members in the HCV division for coordinated administration of Chapter 18 of the Administrative Plan.
· Conduct best practice research, cost benefits analyses, regulatory research, and draft recommendations about potential policy changes and improvements in collaboration with key stakeholders, including other CHA staff in Property and Asset Management, Legal, HCV, Asset Management, Resident Services, as well as residents and resident leadership, advocates, and property managers.
· Ensure appropriate staff are trained on and adhere to the requirements of the Administrative Plan, the ACOP, and procedures for CHA properties.
· Monitor the various elements of the ACOP and procedures on a regular basis to identify areas of improvement, efficiencies and changing regulations.
· Lead efforts to identify, revise, and clarify CHA housing policies and procedures as needed.
· Manage special projects and participate in cross-functional teams related to housing policy and procedures on behalf of Property and Asset Management.
· Establish and maintain timely and open communications with residents, staff, property managers, contractors, and community stakeholders.
· Performs all other duties and projects as assigned.
QUALIFICATIONS
This position requires a Master’s degree in public policy, urban planning, business administration, public administration, or a related field, and at least 3 years in public sector administration experience, with at least 2 years of supervisory or project management experience. The candidate must possess strong leadership skills, policy experience and/or demonstrate ability to provide strategic direction, ability to balance the need to meet the details of the requirements while fulfilling the broader organizational vision and goals; must be detail-oriented and able to manage multiple projects; must be customer service driven and have strong interpersonal skills with the ability to make presentations for a variety of audiences. May be required to travel to various sites throughout the City of Chicago.
