Duties

Strategic Program Development:

  • Work closely with the Program Director to provide strategic leadership in the development and execution of workforce development programs, aligning initiatives with the organization's overarching goals.
  • Drive the design and implementation of a comprehensive curriculum that integrates academic education, vocational training, and community service.

Program Management:

  • Supervise program staff, overseeing their activities, performance planning, and evaluation.
  • Coordinate staff development activities and provide leadership and support to promote teamwork and open communication.
  • Act as a media contact for family and youth issues, as well as other relevant topics directed by the Program Director.
  • Prepare and complete monthly, quarterly, and annual reports, for agency and funder requirements.
  • Manage day-to-day operations of workforce development programs, ensuring adherence to budgets, resource allocation, and timelines.

Financial Management:

  • Work closely with the Program Director and Finance team to manage program budgets effectively.
  • Identify, develop, and maintain diverse funding sources, including grant writing, to support program components.
  • Oversee program operations, including budgeting, administration of grants, long-term planning, and general administration.

Partnership and Stakeholder Engagement:

  • Negotiate contracts and collaborative agreements with public funders in collaboration with the Program Director.
  • Develop and maintain communication linkages with relevant agencies, corporations, and community stakeholders.
  • Facilitate the development and maintenance of community-based partnerships to address family and youth issues.

Policy Development and Compliance:

  • Develop and implement program policies and procedures, ensuring compliance with funding requirements, State and Federal guidelines.
  • Ensure adherence to program guidelines, regulations, and reporting requirements set by funding agencies and governing bodies.

Performance Monitoring and Evaluation:

  • Set annual goals and objectives related to specific job functions.
  • Develop and implement performance standards, tracking progress towards measurable outcomes to achieve program goals.

Strategic Planning and Development:

  • Work closely with the Program and/or Leadership team to review program operations, evaluation results, and strategic plans.
  • Contribute to the success of the agency's mission, strategic focus areas, and overall goals through effective program management.

Community Engagement and Outreach:

  • Attend and participate in department and agency staff meetings and events as needed.
  • Develop and administer regular program staff meetings to ensure open and clear communication.
  • Perform additional tasks as assigned by the Director.

Minimum Qualifications Needed: 

Knowledge of and Practice in Providing

  • Community agencies and resources, as well as an understanding of the problems facing children, youth, and families.
  • Family and youth relationship issues.
  • Positive parenting concepts and work/life support for families.
  • Leadership skills including sound decision-making, crisis management techniques, staff motivation and being a self-motivated team player.
  • Computer applications and the desire to learn new programs.
  • Case management.

Ability to

  • Express ideas clearly and concisely both orally and in writing.
  • Work with adults and youth of diverse backgrounds and beliefs.
  • Problem solves in stressful situations.
  • Keep appointments punctually, be organized and demonstrate follow through.
  • Work with adults of diverse backgrounds and beliefs and adapt service delivery accordingly.
  • Work collaboratively with staff and community agencies.

Education and Experience:

  • Bachelor's degree and at least Five years' work experience, which includes program planning, case management, budgeting/grant knowledge, and crisis management experience. At least 3 years supervisory experience. Experience in areas such as middle and high school education, work force development, juvenile justice, family focused support and early childhood education is required.

Stipulations:

  • Must have reliable vehicle for work.
  • Must possess a valid Nevada Driver's License, and have current insurance for using a personal vehicle for company work;
  • Must be able to lift and carry 25lbs; walk up and down stairs; get up and down on the floor; possess fine and gross motor skills; repetitive motion when inputting data
  • Requires occasional weekend and evening hours.
  • Requires travel in state and out of state for training and/or home visits.
  • Willing to obtain the required medical screen and immunizations such as TB test, Hepatitis, etc.

Monitors expenditures monthly and works with Program Director to project spending at fiscal year-end.

5. Risk Management: Program managers need to identify and mitigate risks that may impact the successful delivery of programs within their program. This includes developing risk management plans, monitoring risks throughout the program lifecycle, and implementing strategies to minimize their impact.

6. Quality Assurance: Program managers are responsible for ensuring that deliverables meet quality standards and adhere to program requirements. This involves establishing quality assurance processes, conducting regular reviews, and addressing any issues that arise with the Program Director.

7. Communication: Effective communication is critical for program managers to ensure that all team members, Program Director, and stakeholders are informed and aligned. This includes written communication, such as status reports and documentation, as well as verbal communication, such as meetings and presentations.

8. Adaptability: Program managers must be adaptable and able to navigate changes and uncertainties that may arise in their program(s). This includes adjusting plans and priorities as needed to ensure successful program delivery and that the Program Director is informed.

9. Continuous Improvement: Program managers should continuously seek opportunities to improve processes, methodologies, and outcomes within their programs. This involves input on clear models and research as well as gathering feedback, analyzing performance metrics, and implementing changes to drive greater efficiency and effectiveness.

10. Collaboration: Program managers need to foster a collaborative environment where team members can work together effectively towards common goals. This involves promoting open communication, resolving conflicts, and encouraging teamwork.

11. Partnerships: Program managers need to identify key community partners and stakeholders who can contribute to or be affected by the program. By effectively collaborating with community partners and stakeholders, program managers can enhance the quality and impact of their programs, foster community support, and ensure that the programs are more responsive to the needs and priorities of the communities they serve.

12. Adherence to Mission and Values: Program Managers are responsible for ensuring that the programs align with the organization's mission, values, and strategic objectives. They should work towards fulfilling the organization's overarching goals, in conjunction with their Program Director, while also meeting the specific needs of the program's participants.
